Project Manager Water and Wastewater USVI

Location: United States Virgin Islands

The Project Manager role will be a remote position for the first six months. After the initial six-month period, the Senior Project Manager will be expected to be located in the United States Virgin Islands, at that point lodging and per diem will be paid.

The Project Manager (PM) for the Water/Wastewater Discipline will oversee and manage large-scale horizontal infrastructure projects or programs within the water and wastewater sector. The role involves ensuring the successful execution of projects from concept through to completion, coordinating project teams, liaising with clients and stakeholders, managing project schedules and budgets, and ensuring that all project deliverables meet quality standards and regulatory requirements. This role is ideal for a highly skilled individual with experience in water/wastewater infrastructure, project management, and consulting.

Key Responsibilities:

  • Project Planning & Execution:
    • Lead and manage large water and wastewater infrastructure projects, ensuring alignment with client requirements and project goals.
    • Develop and manage detailed project plans, including scopes, schedules, budgets, and resource allocation.
    • Oversee design, engineering, and construction processes, coordinating with multidisciplinary teams to deliver high-quality outcomes.
    • Implement risk management strategies to mitigate potential project risks.
    • Establish and maintain clear lines of communication with all stakeholders, including clients, regulatory agencies, subcontractors, and internal teams.
  • Team Leadership:
    • Manage a cross-functional team of engineers, technical experts, and consultants.
    • Provide leadership and mentoring to junior project staff, ensuring professional growth and development.
    • Facilitate team collaboration, meetings, and ensure efficient allocation of resources to project tasks.
  • Client & Stakeholder Management:
    • Serve as the primary point of contact for clients and stakeholders, managing expectations and fostering strong relationships.
    • Prepare and deliver presentations and reports to clients, government agencies, and stakeholders.
    • Ensure compliance with client specifications and regulatory standards in all project phases.
  • Budget & Cost Control:
    • Develop and maintain project budgets, ensuring projects are completed on time and within financial constraints.
    • Track project expenditures and ensure cost-effective solutions are implemented.
    • Approve and review change orders and ensure proper documentation for scope changes.
  • Regulatory & Quality Assurance:
    • Ensure that projects adhere to relevant water/wastewater industry regulations, standards, and best practices.
    • Conduct regular quality control checks to ensure the delivery of high-quality work.
    • Coordinate with environmental and safety teams to ensure projects are environmentally compliant and safe for workers and the public.
  • Reporting & Documentation:
    • Monitor and report on project progress to senior management, including providing detailed status reports on time, cost, scope, and quality.
    • Maintain comprehensive project documentation, including contracts, progress reports, drawings, and permits.

Position Requirements

Required Qualifications & Skills:

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field. A Master’s degree is a plus.
  • Professional Engineering (PE) license is highly preferred.
  • Minimum of 7-10 years of experience managing water/wastewater infrastructure projects, with a strong understanding of both the technical and managerial aspects.
  • Proven experience in managing large-scale horizontal infrastructure projects, including pipelines, pumping stations, water treatment plants, and wastewater treatment systems.
  • Strong project management experience, including the use of project management software (e.g., MS Project, Primavera).
  • Exceptional leadership and team management skills with a demonstrated ability to motivate and guide multidisciplinary teams.
  • Excellent written and verbal communication skills, including experience presenting to clients, regulators, and other stakeholders.
  • In-depth knowledge of water/wastewater regulations, industry standards, and best practices.
  • Ability to work in a fast-paced environment and adapt to changing project needs.
  • Strong problem-solving skills and the ability to manage multiple priorities simultaneously.

Preferred Qualifications:

  • Experience working with government agencies and utilities.
  • Familiarity with environmental impact assessments, permits, and regulatory processes for water/wastewater projects.
  • Certification in Project Management (PMP) or equivalent.

Working Conditions:

  • This position may require travel to project sites.
  • Office-based, with some on-site presence required during key project phases.
