Job Summary

Loudoun County, Virginia, is seeking applicants for an experienced professional to serve as a Project Manager for the Transportation Capital Projects team, within the Department of Transportation and Capital Infrastructure (DTCI). As a Project Manager, you will oversee the design of transportation projects, including new roads, roadway expansions, intersection improvements, and traffic signals. You will coordinate with other County staff to acquire land and relocate utilities as part of project development. You will manage engineering design consultants through all project phases, including pre-programming, pre-design, design, land acquisition, utility relocation, and construction administration. You will also manage project scopes, budgets, and schedules in alignment with the County's Capital Improvement Plan and VDOT project agreements and dashboards.

Duties include, but are not limited to:

  1. Develop and process transportation design plans following VDOT standards and the Locally Administered Projects Manual, including review of layout, drainage, grading, erosion and sediment control, utility plans, maintenance of traffic, striping, signage, and traffic signal design plans. Process plans to obtain regulatory approvals and oversee plan production and revisions throughout all project phases.
  2. Conduct field investigations and oversee environmental, subsurface, and floodplain analyses.
  3. Obtain necessary permits for project construction.
  4. Conduct technical review consultations.
  5. Coordinate utilities and perform field inspections.
  6. Prepare presentations and reports for public meetings and the County's Board of Supervisors.
  7. Prepare specifications and construction documents.
  8. Develop scopes of work and requests for proposals to procure design services.
  9. Review drawings and documents to ensure compliance with County and VDOT standards.
  10. Meet regularly with DTCI and County staff to monitor project progress, costs, and schedules; report project status to management.
  11. Manage contracts with consultants and contractors.

The ideal candidate will possess excellent written and verbal communication skills, along with project management, estimating, and scheduling abilities.

This position is eligible for partial telework in accordance with County and Department policies.

A $6,000 hiring bonus is available under the County’s Hiring and Retention Bonus Program.

The starting salary is commensurate with experience.

Minimum Qualifications

Bachelor's degree with engineering coursework or a related field; or three (3) years of professional engineering and construction management experience of a complex nature, including design and administrative responsibilities; or an equivalent combination of education and experience.
