New York City Housing Authority (NYCHA) is seeking a Construction Project Manager Trainee to learn introductory project management by supporting PM teams in delivering a multi-billion dollar capital portfolio on time and within budget. The role emphasizes safety, quality, and process discipline across planning, design and construction phases.

  • Four years of fulltime satisfactory experience in construction inspection or construction management.
  • License as a professional engineer or registered architect issued by a state board.

Responsabilités

  • Assist in management of capital contracts through all project phases – planning, design, procurement, construction, and close-out.
  • Monitor schedules and reports to ensure conformance with completion dates.
  • Prepare comprehensive project files and attend meetings with stakeholders; take minutes.
  • Support in bid processes, form proposals, addenda tracking, bid openings and post-bid analyses.
  • Assist with constructability reviews, approvals, payments, RFIs, delay analyses and schedules.
  • Visit field sites regularly to assist in scoping meetings and resolve design/construction issues.
  • Assist in contract audits by HUD or other stakeholders.

Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 Leased Housing program that serves over 150,000 additional tenants. NYCHA's Asset & Capital Management (A&CM) Division leads the Authority's capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio - one of the largest in NY State - as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA's housing portfolio for the future by piloting and scaling up sustainable and resilient technologies and practices, improving residents' quality of life while enhancing building performance. Capital Programs is responsible for end-to-end management of over 500 active modernisation projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernisation of building systems, interiors and exteriors, apartments, and grounds. Current programmes focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, community centres, lighting and playgrounds. Projects utilise a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project.

Reporting to the Deputy Director overseeing A&CM's Mentorship Program, the Project Manager Trainee will learn introductory project management work by providing support to the Project Management Teams in delivering the capital portfolio on time, within budget and with the highest level of safety and quality. The successful candidate will be trained to:

  • Assist in management of capital contracts through all project phases - planning, design, procurement, construction, and close-out.
  • Monitor and review schedules and reports to assure conformance with project completion dates.
  • Assist in preparing comprehensive project files.
  • Attend meetings with internal and external stakeholders; prepare meeting minutes.
  • Provide support in preparing forms of proposal, tracking addenda, attending bid openings, participating in post-bid meetings and assisting in bid comparison and analysis.
  • Assist with constructability reviews, submissions, sub-contractor approvals, processing payments, RFI responses, delay analyses and schedules.
  • Visit field sites regularly to assist in scoping meetings, resolving design and/or construction issues.
  • Assist in the audit of contracts by HUD or other stakeholders.
  • Assist in obtaining all required external approvals to ensure proper funding is in place.

NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Construction Project Manager Intern to be considered.

Qualifications
  • Four years of fulltime satisfactory experience performing construction inspection or construction management work on construction projects; or
  • Four years of fulltime satisfactory experience in building construction as a journeyperson in one of more of the skilled building construction trades; or
  • A valid license as a professional engineer or registered architect issued by a board of examining engineers or architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
  • A baccalaureate degree from an accredited college in architecture, architectural technology, landscape architecture, construction, construction technology or construction management, or chemical, civil including structural, bridge design or sanitary, electrical, or mechanical engineering or engineering technology; or
  • A combination of \"1,\" \"2\" and \"4\" above sufficient to equal a total of four years of education and experience. Education leading to a baccalaureate degree in the areas described in \"4\" above will be credited on the basis of 30 semester credits for each year of acceptable experience.
  • License Requirement: possession of a Motor Vehicle Driver License valid in the State of New York. Employees must maintain the license during their employment.
