Position: Project Manager / Scrum Master with PowerBuilder programming

Duration: 8 months

Job Description

This is a part-time staff augmentation role, approximately 20 hours per week.

Minnesota's Prevailing Wage law mandates that employees on state-funded projects be paid wages comparable to local standards. DLI is responsible for administering this law.

The project involves modernizing DLI's technical systems related to Prevailing Wage, moving from aging technology to a streamlined, automated system that improves efficiency, data quality, and user experience. The existing systems include:

• PowerBuilder-based Labor Standards application (client/server, user interface)
• Informix database
• Various interfaces, C programs, Bash scripts

and web-based forms and EDI systems using ASP.Net, C#, PHP, MariaDB, SQL Server, FTP, and Bash scripts.

The project aims to enhance data intake, automate wage calculations, improve communication workflows, and provide flexible reporting with minimal maintenance effort.

Role Responsibilities

The Project Manager / Scrum Master will lead this modernization effort, coordinate resources, track progress, and facilitate communication among stakeholders. Responsibilities include:

• Leading the project and ensuring alignment with organizational goals
• Developing project plans, schedules, and budgets
• Managing risks, issues, and dependencies
• Leading Agile practices, including daily stand-ups, sprint planning, reviews, and retrospectives
• Supporting team performance and removing obstacles
• Communicating progress to stakeholders and leadership
• Ensuring compliance and quality standards
• Providing knowledge transfer to State staff

Qualifications

• Proven experience in IT project management and successful delivery of complex projects
• Experience with Agile methodologies, Scrum practices, and tools like Azure DevOps, JIRA
• Experience leading cross-functional teams including developers, QA, and business analysts
• Portfolio management experience to inform business decisions
