Job description

Morton is seeking an experienced Project Manager for a 12-month, 100% onsite contract to lead IT and business change management projects that leverage modern technology to improve public safety and client customer services. The PM will own end-to-end delivery, align with state and agency standards, manage governance and risk, coordinate vendors and internal stakeholders, and champion PMO best practices. Responsibilities
  • Lead full project lifecycle delivery, including planning, scheduling, budgeting, resource allocation, and progress reporting to internal leadership and state oversight agencies
  • Develop and maintain comprehensive project plans and schedules that keep teams on track while reporting holistic progress
  • Document, maintain, and store project deliverables and artifacts per PMO guidelines; ensure they are current and accessible
  • Create project resource capacity plans, identify gaps and needs, and partner with management to address gaps and onboard team members
  • Facilitate project governance processes, including status reporting, risk management, issue tracking, and change control
  • Collaborate with internal stakeholders, external vendors, and state oversight bodies to ensure compliance with Agency and state IT standards
  • Align projects with enterprise architecture, ISO, and data management policies through ongoing engagement with those teams
  • Prepare and present project status and progress to leadership, steering committees, and oversight agencies
  • Promote PMO best practices and contribute to continuous improvement of methodology and PMO development
  • Develop subject-matter expertise for assigned projects and act as the primary point of contact
  • Support procurement activities including RFI/RFP processes, vendor evaluation, and contract management as needed
Requirements
  • PMP (Project Management Professional) certification (Required)
  • Demonstrated experience managing a project with a budget of at least $5M (Preferred)
  • Proficiency with Microsoft tools: MS Project, Word, Excel, PowerPoint, Visio, and Outlook
  • Ability to work 100% onsite for the duration of a 12-month contract (with potential extensions)
  • Proven experience leading IT and business change management projects, preferably in public sector or public safety environments
  • Strong skills in project planning, budgeting, resource management, governance, risk management, and change control
  • Experience coordinating with internal stakeholders, external vendors, and state oversight or regulatory bodies
  • Ability to ensure alignment with enterprise architecture, ISO, and data management policies
  • Excellent written and verbal communication skills for executive and oversight reporting and presentations
  • Experience supporting procurement processes (RFI/RFP, vendor evaluation, contract management) is a plus
