Acts as project manager for a variety of construction, engineering, Capital Improvement Plan, and other projects related to public infrastructure, such as transportation, water, wastewater, storm water, reclaimed water, and related civil engineering projects. Manages activities of project engineers, contractors, consultants, and other staff. Provides direction during the planning, design, land acquisition, and construction phases of assigned projects to assure a quality project is produced in a timely and cost-effective manner. Prepares construction plans, specifications, engineering reports, and cost estimates for projects related to area of assignment. Performs intermediate to complex engineering design, review, and capital improvement program planning and implementation work, depending on qualifications. Prepares, signs, and seals documents for outside agencies, if properly licensed. Depending on area of assignment, position has considerable contact with County officials, contractors, engineers, and other internal and external contacts, requiring excellent public relations skills.
Working Conditions
Typical indoor office environment. Periodic outdoor field work required, possibly in adverse weather conditions. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to drive County vehicles as part of the duties of the job. Occasionally required to work other than normal business hours.

All Areas of Assignment
Reads and interprets engineering plans and specifications and uses engineering techniques in the solution of problems associated with area of assignment.
Coordinates preparation, review, and research for development projects to ensure compliance with the Comprehensive Plan, Land Development Code, and county design standards.
Prepares complete construction plans and specification and bid packages. Attends pre-bid conferences. Inspects construction in the field. Estimates project costs, negotiates change orders, and checks and approves contractor payments.
Signs and seals drawings and other pertinent documents, if properly licensed.
Prepares and maintains necessary records, reports, and correspondence. Provides testimony for public hearings.
Sr Project Engineer coordinates design and project management requirements and leads daily activities of a small team. Depending on area of assignment, may have more extensive supervisory responsibilities.
Project Engineer II may assign and monitor day-to-day work of technical staff.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.
Performs other related work (including weather or other extreme emergency duties) as required.
Development Review
Reviews residential and commercial development plans involving transportation, stormwater, and utility infrastructure for conformance with the Manatee County Comprehensive Plan, Manatee County Land Development Code and Code of Ordinances, and Public Works Department standards. Reviews master plans, preliminary plats, site plans, construction plans, and final plats. Reviews easement requests from the Property Management Department’s Property Acquisition Division. Coordinates with the Public Works Infrastructure Inspection Division regarding construction and certification processes. Works with the Manatee County Health Department and Florida Department of Environmental Protection (FDEP) to ensure compliance with all regulations and design standards for county utility infrastructure. Responds to citizen requests regarding roadways, access, permitting, and utility extensions. Responsible for day-to-day coordination and overall satisfaction of the County’s development community.
Infrastructure Planning
Works with county departments and other stakeholders to establish and update project scope, schedules, and preliminary cost estimates for Capital Improvements Projects involving transportation, stormwater, and utility infrastructure. Responsibilities include preparation of preliminary conceptual exhibits and cost estimates for the planning of future improvements, data collection and analysis, and master planning related services. This position requires considerable contact with County officials, contractors, engineers, and stakeholders and requires excellent public relations skills.
Project Management
Serves as Project/Client Manager and/or project civil engineer for design, permitting, and construction of public infrastructure, such as transportation, water, wastewater, storm water, reclaimed water, and related civil engineering projects. Responsible for day-to-day coordination and overall client satisfaction, while building strong client relationships. This position requires considerable contact with County officials, contractors, engineers, and stakeholders and requires excellent public relations skills.
Design and Review
Provides professional engineering services for Manatee County transportation projects such as roadways, intersections, sidewalks, and bridges. Provides professional engineering services to support Manatee County’s potable water, wastewater, and reclaimed water utility systems, including renewal and rehabilitation programs for water and wastewater systems, lift station rehabilitation, and installation of generators at lift stations countywide. Provides design and review services for conceptual and final designs, project analysis and cost estimating, construction certification, utility conflict resolution, and origination of infrastructure standards and specifications. Department of Transportation (DOT), Environmental Permitting, and Water Management Districts agencies will depend upon position.
Stormwater Engineering
Responsible for regulatory review of public hearing and administrative site development plans related to stormwater management, floodplain mitigation, and floodway “no-rise” analysis in compliance with Manatee County Comprehensive Plan and Land Development Code and the Public Works Standards Manual. Reviews land development application packages, including construction plans, drainage calculations, and survey documents, for stormwater design requirements including attenuation of runoff, water quality treatment, dedication of drainage and flowage easements, finish floor and grading, freeboard clearances, and substantiation of no adverse drainage impacts created to neighboring properties. Oversees the design, permitting, and management of Capital Improvement Projects (CIP) through stormwater master planning. Responsible for the design, permitting, and management of outfall dredging projects. Prepares compliance reports for EPA National Pollutant Discharge Elimination System (NPDES) and FEMA Community Rating System (CRS) certification.
Traffic Engineering
Performs various tasks related to traffic design, operations, and safety. Typical tasks will involve performing field reviews, data collection and analysis to provide recommendations to improve safety and mobility for all road users. Produce construction plans and review traffic design plans (such as traffic signals, signing and pavement markings, and Intelligent Transportation Systems). Performing traffic operations and safety reviews to implement low-cost safety and operational improvements at intersections and along corridors.
Traffic Signal Timing Engineer
Manages and implements signal and system timing plans through the Sarasota-Manatee Regional Traffic Management Center (RTMC) to improve the regional traffic flow. Coordinates Transportation Systems Management and Operations (TSM&O) and Active Arterial Management functions including Adaptive Traffic Control Systems operations. May assist the County Traffic Engineer and Traffic Systems Engineer with the development of scope, design and construction activities for the Intelligent Transportation System (ITS) and other related special projects.
Property Acquisition Project Management
This position provides direct professional services for and provides leadership to a team of professional staff in delivering services related to Eminent Domain property acquisitions in support of capital projects, and in the sale of surplus County properties. This position also manages projects and assigned staff of varying size, scope and impact for projects with high value and organizational visibility within divisions and departments. This position is accountable for reporting on and facilitating project progress and is instrumental in the initiation, planning, execution, monitoring and control and closure of projects. This position requires the ability to work independently on a project schedule as well as considerable contact in conjunction with the efforts of the Property Acquisition Division Manager, the County Attorney’s Office, and project managers from the Capital Improvement teams in Public Works. The position’s work is reviewed by the Property Acquisition Division Manager and the County Engineer, as needed.
All Levels:
If assigned to RTMC Traffic Signal Timing area of assignment, Professional Traffic Operations Engineer (PTOE) certification desired.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
Project Manager
Individuals without P.E. licenses will be assigned to the Project Manager job title.
Associate's degree in civil engineering or related field.
Three (3) or more years of progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects.
Prior budget management experience desired.
Project Engineer I
Bachelor's degree in civil engineering or related engineering field.
Four (4) or more years of engineering experience related to area of assignment, to include progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects. Prior budget management experience desired.
Current Florida Professional Engineer (P.E.) License required for Project Engineer positions. Out of state P.E. licenses must be transferred to Florida within one (1) year of hire date.
Prior budget management experience desired.
Prior experience as Engineer of Record desired.
Project Engineer II
Bachelor's degree in civil engineer or related engineering field.
Current Florida Professional Engineer (P.E.) License required for Project Engineer positions. Out of state P.E. licenses must be transferred to Florida within one (1) year of hire date.

Sr Project Engineer
Bachelor's degree in civil engineering or related engineering field.

Six (6) or more years of engineering experience related to area of assignment, to include progressively responsible experience in the planning, design, and/or construction of public and/or private infrastructure/building/site development projects. Prior budget management experience desired.
One or more years as Engineer of Record.
Prior budget management experience desired.
Previous lead or supervisory experience desired.
A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.
Utilities Department – Utilities Construction:
Manages projects at the water and wastewater treatment plants. Prior experience in the construction and operation of water and wastewater treatment facilities is desired.
