Job summary

Blue Shield of California is seeking a Principal Project Manager to lead a major enterprise mandate and to strengthen the Enterprise Mandates Delivery team. The role balances direct delivery with portfolio governance, data validation, reporting, and risk escalation across regulated health programs.

You will engage stakeholders at all levels, drive process improvements, and promote the use of Planview, Archer, Jira, Excel, PowerPoint, and SharePoint.

Qualifications

• Bachelor's degree or High School Diploma/GED and 4 years of additional relevant experience in lieu of a degree
• Master's degree preferred
• Requires 10+ years leading complex, cross-functional projects at multiple levels
• Expertise in portfolio/project management in regulated healthcare environments; Medicare/Medicaid exposure preferred
• Strong written, verbal, and presentation skills to communicate complex delivery info to stakeholders at all levels
• Experience with AI tools (Copilot, automation, optimization)
• Proficiency with Planview, Archer, Jira, Excel, PowerPoint, SharePoint and related PM tools; Archer a plus
• Ability to influence and lead teams through change and transformation

Your Role

The Enterprise Mandates Delivery team is a group of project managers and business analysts dedicated to implementing large, cross-functional mandates with significant technology impacts arising from federal, state, county, and BCBSA requirements. The Project Manager, Principal will report to the Senior Director and serve as a senior individual contributor with a balanced allocation of responsibilities: approximately 50% of the role will be dedicated to directly leading a complex enterprise regulatory mandate, and approximately 50% will support the Enterprise Mandates Delivery team through portfolio governance, data validation, reporting, process and tool improvements, risk escalation, knowledge sharing, business continuity planning and consistent use of Planview, Archer, and SharePoint.

Your Knowledge and Experience

• Bachelor's degree or High School Diploma/GED and 4 years of additional relevant experience in lieu of a degree
• Master's degree Preferred
• Requires at least 10 years of relevant experience leading complex, cross-functional projects, or programs, including demonstrated success operating independently and influencing stakeholders at multiple levels
• Expertise in portfolio and project management functions, processes, controls, and delivery practices within a regulated or compliance-focused environment; health care experience across Commercial, Individual and Family, Medi-Cal, or Medicare lines of business is preferred
• Demonstrate strong written, verbal, and presentation skills, with the ability to communicate complex project delivery information and Enterprise Mandates Delivery document governance effectively to stakeholders at all organizational levels
• Experienced in AI tools such as copilot, automation, and operational optimization experience
• Proficiency with Planview, Archer, Jira, Excel, PowerPoint, SharePoint and other project and portfolio management tools. Experience with Archer is a plus.
• Ability to influence and lead teams through change and transformation

Hybrid

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
