Evolver Federal is seeking a Project Manager – PMO Lead to join our team supporting a federal client onsite in Bethesda, MD. This role leads program governance, schedules, budgets, and risk management across large projects with a focus on delivering secure, scalable IT solutions.

The candidate will drive CPIC, EPLC, and EVM reporting, collaborate with stakeholders, and guide a team through complex planning, ensuring alignment with enterprise objectives and compliance requirements.

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related disciplines
• 8 years of IT PMO or portfolio management experience
• 5 years of CPIC, HHS EPLC, and EVM reporting on federal IT programs
• 5 years of experience leading IT planning processes development and improvement
• 5 years of experience presenting execution timelines and strategies for IT work
• 5 years of experience defining and maintaining IT planning functions across the enterprise
• 5 years of experience serving as escalation point to resolve project conflicts

Evolver Federal is looking for a Project Manager – PMO Lead to join our team supporting our federal client located onsite in Bethesda, MD.

This position requires a hybrid work environment with onsite work 3-5 days per week in Bethesda, MD depending on the requirements of the program

Responsibilities:

Oversee all aspects of the project, leading a team on large projects or a significant segment of large and complex projects. Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project. Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. Commensurate experience and education for the specific level.

Basic Qualifications:

• A Bachelor's Degree in Computer Science, Information Systems, Engineering, Business, or other related disciplines
• 8 years of IT PMO or portfolio management experience
• 5 years of experience with CPIC, HHS EPLC, and EVM reporting on federal IT programs
• 5 years of experience leading the development, maintenance, and ongoing improvement of information technology planning processes.
• 5 years of experience developing and presenting solutions scenarios on the execution and timing of information technology work activities in enterprise-wide portfolio considering budgetary and resource constraints.
• 5 years of experience defining strategy and providing direction to maintain a comprehensive information technology planning function focused on enabling the most efficient and effective delivery of service across the enterprise.
• 5 years of experience defining, implementing, and managing strategies and processes to support an ongoing IT planning process that accurately captures the enterprise-wide portfolio of activities, associated resource capacity and demand projects
• 5 years of experience serving as the escalation point of contact to resolve conflict and/or issues related to changes in existing work activities in the project portfolios.
• 5 years of experience developing and implementing analysis and reporting tools for communicating departmental wide portfolio activities; auditing, monitoring, and leading correction processes to ensure project and resource data are maintained in accordance with established policies and procedures.
• US Citizen with the ability to obtain a Level 5 (NACIC) security clearance

Preferred Qualifications:

• A Master of Science (MS) in Information Technology or a Masters of Business Administration (MBA)
• 10 years of IT PMO or portfolio management experience
• 8 years of experience with CPIC, HHS EPLC, and EVM reporting on federal IT programs
• 8 years of experience leading the development, maintenance, and ongoing improvement of information technology planning processes.
