Job summary

Luster National, Inc. is seeking Project Managers at various levels to support large, complex heavy civil infrastructure programs, including highways, bridges, transit, aviation, and water/wastewater projects.

You’ll manage scope, budget, schedule, and risk on assignments often exceeding $100M in construction value. This posting is for future roles; candidates are added to our talent pool and notified when a project need arises.

Qualifications

  • Bachelor’s degree or higher in construction management, civil engineering, construction engineering, or engineering management, or an equivalent combination.
  • 10+ years of project management experience on large, heavy-civil infrastructure projects.
  • Experience delivering scope, budget, schedule and risk from design through closeout.
  • Familiar with construction contract administration, submittals, RFI, change management, payments.
  • Experience coordinating designers, contractors, agencies, utilities, and third parties.
  • Experience with Primavera P6, MS Project, Unifier, Kahua, or similar CM software.
  • Proficiency with Microsoft Office Suite (Outlook, Teams, Word, PowerPoint).

Job description

We’re seeking Project Managers of various skill levels to support large, complex heavy civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water/wastewater projects delivered through both traditional and alternative delivery methods. We hire project managers who run delivery on programs where a single package can exceed $100M in construction value. You’ll carry scope, budget, schedule, and risk on your assigned projects, hold delivery teams to what they committed to, and provide a clear read on where the work actually stands.

Responsibilities may include, but are not limited to, the following:

Note: We are seeking candidates of various skill levels, and the following responsibilities represent the core of these roles. Scope and complexity increase with experience level.

  • May lead delivery of assigned projects or task orders, from planning and design through construction and closeout.
  • Oversee scope, budget, schedule, and risk, and give program leadership an early and honest read when any of the four starts to move.
  • Oversee designers and contractors against their scope, design criteria, and schedule commitments, and elevate deviations while they are still cheap to fix.
  • Administer construction contracts, including submittals, requests for information, progress payments, and time extension requests.
  • Evaluate change proposals and claims for entitlement, cost impact, and schedule impact, and recommend a position to program leadership.
  • Coordinate with program controls staff to develop and validate cost forecasts, CPM schedule updates, and earned value reporting.
  • Coordinate across agencies, utility owners, railroads, adjacent contracts, and other third parties so decisions inside the package account for work outside it.
  • Oversee construction staging and phasing that keeps existing operations running.
  • Oversee quality and safety compliance, verifying that contractor programs are being followed and that installed work matches approved documents.
  • Oversee commissioning, operations readiness, and transition to maintenance for completed facilities.
  • Report project status, risk, and forecast to program leadership so funding and delivery decisions rest on current information.

Minimum Qualifications

  • Bachelor’s degree in construction management, civil engineering, construction engineering, or engineering management, or related field, or equivalent combination of education and experience.
  • 10+ years of project management experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Experience managing scope, budget, schedule, and risk on capital projects from design through construction and closeout.
  • Working knowledge of construction contract administration, including submittals, requests for information, change management, and progress payments.
  • Experience coordinating designers, contractors, agencies, utility owners, and other third parties across the life of a project.
  • Experience with industry standard project / construction management software (e.g., Primavera P6, MS Project, Unifier, Kahua, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Preferred Qualifications

  • Active professional certifications and licenses such as PMP (PMI), CCM (CMAA), and/or PE.
  • Experience serving as the owner’s project manager on a contract package exceeding $100M in construction value.
  • Experience managing multiple concurrent task orders or contract packages on a program exceeding $1B in construction value.
  • Experience negotiating change and claim resolution with contractors on the owner’s behalf, including entitlement and impact analysis.
  • Experience supervising or mentoring project managers, engineers, and controls staff in a program office setting.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Expected Salary: $115k-$210k/year ($55-$101/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
