Millersville University seeks a Senior Project Manager to lead planning, design, procurement, construction, commissioning, and closeout of major capital projects. You will oversee multi-discipline scopes and coordinate with campus leadership, consultants, and contractors to ensure scope, schedule, and budget success.

Responsibilities include mentoring project staff, guiding risk management, and ensuring regulatory compliance and sustainability across initiatives.

Job Summary/Basic Function

The Senior Project Manager serves as a lead Universityrepresentative for the planning, design, procurement, construction,commissioning, and closeout of major and minor capital, renovation,infrastructure, and deferred maintenance projects. The position maysupport civil, architectural, structural, mechanical, electrical,plumbing, fire protection, utility, site, or other facilitiesdisciplines based on education and experience. The Senior ProjectManager independently manages complex, high-risk, highly visible,or multi-discipline projects and provides technical guidance,workload coordination, mentoring, and project delivery leadershipto other project staff. The position is accountable for scope,schedule, budget, quality, safety, regulatory compliance,accessibility, sustainability, stakeholder coordination, andcomplete project records.

Duties and Responsibilities:
Project Leadership and Coordination:
  • Lead multiple capital, renovation, infrastructure, and deferredmaintenance projects from initiation through closeout, withaccountability for scope, schedule, budget, quality, risk, andcustomer expectations.
  • Serve as the primary University representative among campusstakeholders, consultants, contractors, regulatory agencies,utilities, and other project partners.
  • Provide technical guidance, mentoring, workload coordination,and consistent project management practices for assigned projectstaff and teams.
Planning, Design, and Procurement:
  • Develop project scope, budgets, schedules, procurementstrategies, phasing plans, risk controls, and stakeholdercommunication plans.
  • Lead feasibility, programming, site investigation, code,accessibility, constructability, maintainability, sustainability,and design reviews.
  • Coordinate consultant and contractor selection, assist withprocurement documents, create and review technical and front-endspecifications, support proposal evaluation, award recommendations,submit purchase requisitions in accordance with departmentprocedures.
  • Conduct value engineering analysis to manage project scope andbudget. Review proposals for scope and price reasonableness.
  • Coordinate necessary contracts and/or purchase requisitionsrequired to complete preconstruction activities, such as survey,asbestos abatement and above/below grade investigationactivities.
  • Obtain required AFSCME approval for any bargaining unit workthat will be contracted.
Construction and Contract Administration:
  • Lead preconstruction and construction activities, includingsite logistics, campus impacts, utility outages, meetings,inspections, and coordination of occupied facilities.
  • Review and/or process drawings, shop drawings, submittals,specifications, submittals, requests for information, schedules,payment applications, changes, testing reports, and other contractdeliverables.
  • Evaluate change orders, claims, schedule impacts, and costreasonableness, assist with negotiations, and recommend correctiveactions or approvals.
  • Review shop drawings and submittals.
  • Inspect the work in-progress to assure compliance with contractdocuments.
  • Initiate progress and other meetings to facilitatecompletion.
  • Review, analyze and determine merit and cost reasonableness ofchange orders.
  • Manage or execute programs to move people, furniture,equipment, communication lines, and related outfitting items.
  • Provide recommendations/solutions to problems related to designand construction based on a broad familiarity with constructionmanagement processes, practices, contracting procedures, codes, andregulations.
Commissioning and Closeout:
  • Coordinate permits, inspections, testing, commissioning,start-up systems, training, punch lists, occupancy approvals, andacceptance of completed work.
  • Manage warranties, record documents, operations and maintenancemanuals, equipment information, preventive maintenance data,turnover, evaluations, lessons learned, and warrantyfollow-up.
  • Compile the warranty information. Obtain inventory of allspaces categorized by intended use of space. Provide list of allnew equipment to be entered into a routine preventative maintenanceprogram.
  • Obtain inventory of all spaces categorized by intended use ofspace.

  • Assist in maintaining the space inventory database, recorddrawing archive, operations and maintenance manual libraries.
Financial, Compliance, and Records Management:
  • Monitor project budgets, commitments, expenditures,contingencies, forecasts, funding requirements, milestone schedules, critical paths, and recovery plans.
  • Ensure compliance with applicable procurement, contractual,safety, environmental, accessibility, building, fire and lifesafety, and discipline-specific requirements.
  • Maintain complete project records and contribute to projectdatabases, record drawing archives, inventories, technicalstandards, dashboards, and key performance indicators.
Communication and Department Responsibilities:
  • Provide timely project updates, facilitate decisions, resolveconflicts, and communicate technical information clearly toleadership, customers, and project partners.
  • Promote a strong safety, quality, accessibility,sustainability, and customer service culture throughout projectdelivery.
  • Participate in the Facilities Management On-Call Managerrotation and perform other job-related duties, special assignments,committee service, presentations, and emergency support asassigned.
Required Qualifications
  • Bachelor's degree in civil, mechanical, electrical engineeringdiscipline or architecture and four years' experience in buildingdesign, project management, construction, and/or contractadministration.
  • Knowledge of project and construction management principles,controls, documentation, and professional standards throughout theproject life cycle.
  • Broad knowledge of construction materials and methods acrossmajor facilities disciplines, with advanced expertise in at leastone discipline.
  • Ability to interpret drawings, specifications, contracts,estimates, schedules, codes, standards, technical reports, andfield conditions.
  • Excellent oral, written, interpersonal, presentation, anddocumentation skills, including the ability to explain technicalinformation to nontechnical audiences.
  • Must have excellent communication and negotiating skills tointeract effectively with both University personnel, contractors,and regulatory agencies.
  • Ability to manage multiple complex priorities independently,exercise sound judgment, and collaborate effectively with diversecampus and external stakeholders.
  • Proficiency with project scheduling, document management, andconstruction management technologies.
  • Knowledge of building codes and standards of practice.
  • Knowledge of construction materials and methods related toarchitectural, civil, mechanical, electrical, plumbing, etc.
  • Ability to work independently.
  • Must be able to solve problems and resolve conflicts withdiverse groups under minimum supervision.
  • Demonstrated ability to acquire and apply knowledge ofCommonwealth, PASSHE, and University procurement policies, publicbidding requirements, contract administration practices, andrelated procedures. Candidates without prior public-sectorprocurement experience must be able to obtain a working knowledgeof these requirements within six (6) months of employment.
  • Knowledge of safe work practices, and the promotion of suchpractices.
  • Working knowledge of Windows, Microsoft Office (Outlook, Teams,Word, Excel, PowerPoint).
  • Commitment to inclusive practices and working with diversestudent populations.
  • Successful interview.
  • Successful completion of three background checks.
Preferred Qualifications
  • Professional Engineer, Registered Architect, Project ManagementProfessional, Certified Construction Manager, LEED AccreditedProfessional, or comparable credential.
  • Knowledge of public-sector procurement, contractadministration, competitive bidding, change management, claimsavoidance, and fiscal controls.
  • Demonstrated leadership, mentoring, negotiation, conflictresolution, risk management, organizational, customer service, anddecision-making skills.
  • Knowledge of laws governing construction contracts andcontracting.
  • Education, certification, or experience exceeding requiredqualifications.
  • Working knowledge of Microsoft Project or other schedulesoftware, cost estimating, AutoCAD, Bluebeam, GIS, BIM, orRevit.
  • Experience in the development of building programing and scope,preferably associated with design and planning of public worksprojects.
  • Experience in the preparation of bid documents andspecifications, low bid contract administration and fiscalmanagement.
  • Experience in a higher education background.
  • Experience in a union environment.
