Job description

Infrastructure Engineering Inc. (I E I) is looking for a Project Manager to join our Los Angeles, CA Team! The Project Manager – LA is responsible for the successful completion and delivery of the assigned projects with the high goal of exceeding the client’s expectations in quality and service within the allocated schedule and budget. We are a leading engineering firm known for quality and responsiveness and a proven track record of success as a Prime civil engineering firm. The Project Manager, through the Design Manager and Office Manager draws on the other members of the organization to lead the team with the resources, technical guidance, administrative, technical services and facilities necessary for efficient, profitable, timely and technically excellent project execution.

Essential Duties / Functions and Responsibilities

Includes, but not limited to, the following:

  • Conduct value engineering reviews to achieve an optimal balance between cost and quality.
  • Draft, review, and validate change orders, managing risks and ensuring alignment among all involved parties.
  • Facilitate communication among various stakeholders, including airport authorities, construction teams, and third‑party consultants.
  • Host regular project progress meetings to provide clear status updates and proactively identify potential issues that could affect project deliverables.
  • Implement and oversee asset life cycle management strategies to ensure long‑term operational efficiency and compliance with industry standards.
  • Manage the design phase, ensuring engineering consultants deliver per contractual agreements.
  • Oversee the construction phase, tracking timelines, milestones, and budgets while preparing regular status reports for the client.
  • Review and validate engineering designs to comply with established standards and regulations.
  • Oversee all proposal and statement of qualification development activities and work closely with marketing and technical team to ensure timely and quality responses to agencies solicitations.
  • Ensure participation at pre‑proposal meetings to better understand clients’ proposal response expectations. Work closely with technical team to conduct post‑presentation interviews on successful and unsuccessful presentations and “lost sales” debriefings as means of continuous improvements.
  • Ensure personnel resumes and project profiles and summaries are relevant and current. Work closely with marketing and technical team to ensure necessary periodic updates.
  • Work closely with marketing team to maintain and improve promotional materials, brochures, collateral materials, websites, newsletter and social network.
  • Organize, develop and deploy consistent client touchpoint strategy for him/herself, leadership, technical and support staff with key decision makers, influencers and community stakeholders to ensure presence, visibility and market intelligence gathering.
  • Support and assist Principals in developing government relationship strategy.
  • Assess that appropriate personnel and resources are assigned, scheduled and equipped to engage in the deployment of business development initiatives. Work closely with executive leadership when additional resources and investments are required.
  • Maintain frequent contacts with clients and other entities to monitor firm’s professional reputation and stature.
Knowledge and Skills
  • Oversee all business development activities firmwide by working closely with each office and department leads in executing of business development and sales strategy.
  • Prepare monthly, quarterly and annual reports and metrics to share progress of business development initiatives, goals and tactics, i.e. sales, market growth, market/sector penetration, win/loss ratios, prime vs. partnership, etc.
  • Develop and implement a monitoring system to provide appropriate information, on a routine basis to firm leadership, to ensure all office and department’s business development tactics and strategies are being executed in accordance with the business development plan.
  • Experience working within ERP, CRM, and/or system in a Corporate and/or Consulting environment (i.e. Deltek, Paycor, etc.) a must.
  • Must be savvy in MS Office Suite (Word, Excel, PowerPoint, Outlook and Teams).
  • Advanced presentation and communication skills required.
Education and/or Experience
  • Minimum 10 years of hands‑on design work in construction or infrastructure projects (preferably focusing on Government Contracts, Highway, Roadway, Transit or other infrastructure projects).
  • Bachelor’s Degree in Civil/Structural Engineering required; and an active Professional Engineer (PE) License (CA) required.
  • Certification as a Project Management Professional (PMP) is preferred, and a MA or MBA a plus.
  • Familiarity with Government Contracts; including experience in government work within LA County Public Works; LA Metro; CalTrans; City of LA Public Works.
  • Demonstrated leadership and project management skills substantiated by a track record of successful project delivery.
  • Exceptional written and verbal communication skills.
  • Proficient in AutoCAD, MicroStation and other drafting programs.
  • Ideally advanced level understanding of A/E/C Industry and Government Affairs is preferred.
Other Qualifications

Active registered Professional Engineer or Structural Engineer required. Additional registrations and accreditations (i.e. LEED AP, Certified Floodplain Manager, PTOE, etc.) are desired. Other licenses or registrations may be considered in lieu Professional Engineer or Structural Engineer licensure.

Compensation: Salary Range: $130K - $210K

IEI is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. Working Conditions
  • IEI will provide a company vehicle for fieldwork with acceptable driver’s record.
  • Must be physically capable of walking and moving around on the construction sites, have good hand‑eye coordination, and occasionally lift/move up to 50 pounds.
  • Occasionally exposed to wet and/or humid conditions or in‑progress construction hazards: fumes, toxic chemicals, risk of electric shock, and vibration. Often works around dust, asphalt, and concrete.
  • Sometimes needs to put in extra hours, including weekends, to keep up with intense construction work at times and deal with unexpected situations and accidents.
  • Spends some time working indoors to review blueprints and write reports.
  • Usually works a standard 40‑hour workweek either daytime or nighttime.
  • Usually works in outside weather conditions.
