Job summary

TALENT Software Services in San Diego is seeking a Project/Program Manager with 2-5 years of experience to plan, monitor, and manage internal projects from initiation through completion.

You’ll lead cross-functional teams, coordinate resources, establish scope, timelines, and budgets, and ensure delivery meets quality, reliability, schedule, and cost goals. The role emphasizes communication, risk management, and performance reporting to Directors and Executives.

Qualifications

Job description

2-5 Years of Experience. Plans, monitors, and manages internal projects from initiation through completion. Leads or coordinates project planning, resourcing, staffing, supply and subcontract management, progress reporting, troubleshooting, and people management. Ensures project results meet requirements regarding technical quality, reliability, schedule, and cost. Monitors performance and recommends schedule changes, cost adjustments, or resource additions. Responsibilities are within the Project/Program Management function as a generalist or in a combination of disciplines.

Responsibilities
  • Manages and directs multiple projects (small to medium) within a department or business unit.
  • Manages all activities leading to the successful completion of projects including project scoping, timelines, cost estimates, and design.
  • Develops and maintains parameters for project requirements.
  • Provides direction to contractors, consultants, and project teams.
  • Coordinates input from and participation with various other departments within the Client as needed to meet project objectives.
  • Analyzes and determines regulatory impacts and requirements of the project.
  • Builds business cases and justifications for projects designed to improve business processes and/or efficiency.
  • Provides team/project goals and evaluates performance.
  • Manages related workforce planning, budget analysis, and prepares budget forecasts.
  • This position is medium in scope (i.e., number of stakeholders, contractors, vendors, etc.). Typically works with Continuous Improvement lead on projects that may be complex. May present updates to Directors or Executives.
  • Performs value realization to identify benefits and change impacts.
  • Develops and maintains user guides and training material.
  • Performs other duties as assigned.

  • KPI/Metric Monitoring - Monitoring performance indicators that demonstrate how effectively a company is achieving key business objectives.
  • Issue Resolution - Addressing problems that need to be solved, decisions that need to be made, and risks that need to be mitigated.
  • Documentation & Records Management - Creating, distributing, using, maintaining, and disposition of recorded information maintained as evidence of business activities and transactions.
  • Project Risk Management - Identifying, analyzing, and responding to any risk that arises over the life cycle of a project to help the project remain on track and meet its goal.
  • Budget Management - Estimating revenue and expenses over a specified future period of time, and re-evaluating these on a periodic basis.
  • Project Quality Management - Ensuring projects are delivered to an agreed quality.
  • Manages administrative tasks, such as document and information distribution, and communication support; thorough project documentation.
  • Helps to document meeting notes, action items, project status, and summaries.
  • Data Analysis - Measuring and managing organization data, identifying methodological best practices, and conducting statistical analyses.
  • Technology Integration - Approaching how companies use to choose and refine the technologies employed in a new product, process, or service.
  • Application User Management - Acting as the liaison between stakeholders and third-party application providers; troubleshooting user issues and managing updates to custom forms and configurations.
  • Process Flow Development - Creating, refining, and maintaining end-to-end process flows to support system functionality, user experience, and operational efficiency.
Preferred Knowledge, Skills, And Abilities (KSAs)
  • MS Office Proficiency - Proficient in Microsoft Word, Excel, PowerPoint, and OneNote; able to create clear documentation, reporting dashboards, presentations, and organized project materials.
  • Power Platform Expertise - Knowledge and experience with Microsoft Power Platform (Power Apps, Power Automate, and Power BI) and insight on building low-code solutions, automating workflows, and supporting data-driven decision-making.
  • Smartsheet Proficiency - Skilled in building dashboards, automated workflows, forms, and project trackers to support operational visibility and process efficiency.
Preferred Licenses And Certifications
  • Project Management Professional Certified
  • Possess Lean Six Sigma belt (minimum Yellow Belt) with working knowledge of continuous improvement tools and methodologies.
Other Qualifications
  • Excellent verbal and written communication skills are required. Must be able to communicate clearly to other employees. Must be able to escalate issues to management as necessary.
  • Ability to analyze complex data and identify mistakes and inefficiencies.
  • Must be able to work effectively both independently and as part of a team. Must be able to think quickly, often solving problems as they arise.
  • Must excel in a fast-paced and challenging work environment.
  • Must be able to prioritize, multi-task, keep track of time, and keep tabs on multiple projects and tasks.
  • Must be dependable, get things done, and uphold their responsibilities without having to be micromanaged.
