Qualifications

  • 8 years of experience managing large-scale IT or business transformation projects.
  • Strong knowledge of PMI/PMBOK, Agile, Hybrid methodologies.
  • Experience developing and maintaining project schedules, budgets, and resource plans.
  • Proven ability to manage multiple stakeholders across technical and business units.
  • Experience with risk management, issue tracking, and change control processes.
  • Strong written and verbal communication skills, including executive-level reporting.
  • Experience using project management tools such as MS Project, Smartsheet, Jira.
  • Ability to ensure compliance with governance, policies, and procurement requirements.
  • Public sector or state government experience preferred; experience with state procurement frameworks.
  • PMP certification preferred; IT system implementations experience preferred.

Responsibilities

  • Develop and maintain comprehensive project plans including scope, schedule, budget, resources, risk, and communications.
  • Define objectives, deliverables, milestones, and success criteria with stakeholders.
  • Coordinate cross-functional teams, vendors, and business units for alignment and execution.
  • Monitor project performance and escalate risks to ensure timely resolution.
  • Facilitate stakeholder meetings and status reporting for transparency.
  • Manage change control processes and governance compliance for scope changes.
  • Oversee vendor performance and deliverables when external contractors are involved.
  • Support project documentation, reporting, and administrative requirements.
  • Drive project closure activities including final reporting and lessons learned.

Role: ProjectManager III

Location: Austin,TX (Hybrid)

Duration: 12 MonthsContract

The client requiresa Project Manager III under the FAST contract to provide senior-levelproject management support for complex, enterprise-level initiatives. The resourcewill be responsible for planning, directing, and coordinating projectactivities, including scope, schedule, budget, risk, and stakeholder managementacross cross-functional teams. This role ensures successful deliveryofprojects by maintaining alignment with DPS objectives, governance standards,and established project management methodologies.

  • Develop andmaintain comprehensive project plans, including scope, schedule, budget,resources, risk, and communication components.
  • Defineproject objectives, deliverables, milestones, and success criteria incollaboration with stakeholders.
  • Coordinatecross-functional teams, vendors, and business units to ensure alignment andexecution of project activities.
  • Monitorproject performance, track progress against milestones, and ensure timelyescalation and resolution of issues and risks.
  • Facilitatestakeholder engagement, meetings, and status reporting to ensure clearcommunication and transparency.
  • Manageproject scope changes through formal change control processes and ensuregovernance compliance.
  • Overseevendor performance and deliverables when external contractors are involved.
  • Ensureadherence to DPS policies, state procurement requirements, and FAST contractguidelines.
  • Supportproject documentation, reporting, and administrative requirements throughoutthe project lifecycle.
  • Driveproject closure activities, including final reporting, deliverable acceptance,and lessons learned documentation.

TERMS OFSERVICE

Services areexpected to start 09/01/2026 and are expected to complete by 09/01/2027. Total estimated hours per Candidate shall not exceed 2000 hours. This service may be amended, renewed, and/or extended providing bothparties agree to do so in writing.

WORKHOURS AND LOCATION

Services shallbe provided during normal business hours unless otherwise coordinated throughthe Texas Department of Public Safety. Normal business hoursare Monday through Friday from 8:00 AM to 5:00 PM, excludingState holidays when the agency is closed.

The primary work location(s) will be at 5805 North Lamar Blvd, Austin,TX 78752. The working position is Hybrid - On Site andTelework. Any and all travel, per diem, parking, and/or livingexpenses shall be at the Candidate's and/or Vendor's expense. TexasDepartment of Public Safety will provide pre-approved, writtenauthorization for travel for any services to be performed away from the primarywork location(s). Pre-approved travel expenses are limited to the rates andcomply with the rules prescribed by the State of Texas for travel by itsclassified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours onweekends, evenings and holidays, as requested. Payment for work over 40 hourswill be at the hourly rate quoted and must be coordinated and pre-approvedthrough Texas Department of Public Safety.
