Job summary

American Bureau of Shipping (ABS) seeks a Program Manager to lead CRAD activities in partnership with universities, labs, and government agencies. The role requires coordinating funding, scheduling, and program execution to meet contractual requirements.

The successful candidate will work in person at the ABS office in Spring, TX with a hybrid schedule during the week, and will collaborate with Engineering, Technology, Sustainability, and Survey teams to ensure successful project outcomes.

Qualifications

  • Requires a bachelor’s degree in a STEM discipline (Science, Technology, Engineering, Mathematics).
  • Working knowledge of Project Management principles. Preferably to have formal project management training (PMP certificate etc.).
  • At least three (3) years of maritime industry experience.
  • United States citizenship or green card holder.

Responsibilities

  • Serve as the primary point of contact for CRAD projects, providing program and contract focus with timely progress reporting.
  • Oversee program execution to meet cost, schedule, performance, and contractual requirements.
  • Prepare budgets, manage invoices, and monitor financial controls on a quarterly basis.
  • Support proposal development and business capture activities as directed.
  • Lead scheduling and planning activities across cross‑functional teams to support business objectives.
  • Ensure resources, risks, and mitigations are managed to successful project completion.

The successful candidate will work in person at the ABS office in Spring, TX with the opportunity for a hybrid schedule during the week.

What You Will Do
  • Serve as the primary point of contact for the CRAD projects in all areas of responsibility, provide program and contract focus, as well as a timely appraisal on work progress, schedule, budget, and technical problems, and recommend corrective actions to improve performance. Primary duties will include executing the program by providing oversight to achieve cost, schedule, performance, and contractual requirements; ensuring adequate and timely resources are provided to successfully execute the program; identifying program issues and risks and implementing mitigation actions; maintaining prescribed financial controls.
  • Support proposal development and business capture teams as directed by Manager of Contracted Research and Development.
  • Prepare budget to actual on a quarterly basis in a timely manner
  • Responsible for the preparation, accuracy, and submission of project invoices that complies with contract requirements
  • Lead efforts to create new project accounts or PID including creating customer WCN (as needed) and coordinate kick off meetings internally and externally
  • Manage the project from contract / award through completion, including subrecipient monitoring.
  • Provide oversight and influence of the program to ensure execution meets all contractual requirements, is within approved budget and schedule, and is in accordance with company quality requirements.
  • Direct and support development of schedules and plans that support business objectives, established budgets, resources, and deliverables for the program.
  • Work with all internal functional departments (e.g., Engineering, Technology, Sustainability, Survey) to ensure adequate and timely resources are provided to support successful project execution.
  • Conduct Program Management Reviews to communicate achievements, challenges, and measurement of progress to internal Senior Level Leadership every other week.
  • Responsible for the submission of all final reports and closeout activity, internally as well as external client requirements
  • This position requires access to information that is subject to control by the Export Administration Regulations and/or the International Traffic in Arms Regulations
What You Will Need

Education and Experience

  • Requires a bachelor’s degree in a STEM discipline (Science, Technology, Engineering, Mathematics).
  • Working knowledge of Project Management principles. Preferably to have formal project management training (PMP certificate etc.).
  • At least three (3) years of maritime industry experience.
  • You must be a United States citizen or green card holder.
Knowledge, Skills, And Abilities
  • Ability to multitask and manage a portfolio of cross-functional programs and projects – work prioritization, planning, collaboration, and management.
  • Proven track record of taking ownership and driving results. Demonstrated leadership with the ability to effectively lead and work with a variety of organizations, management levels, cultures, and personalities.
  • Realization of financial aspects of approved business plans and budgets pertaining to the program.
  • English language fluency to conduct detailed business and technical communication at a professional level.
  • Ability to develop a working knowledge of ABS Rules, Guides, statutory regulations, and related instructions, as well as the ABS Employee Safety Policy.
Reporting Relationships

Reports directly to Manager of Contracted Research and Development.
