Project Manager Underground Utilities / Dry Utility Construction
Position Overview

We are seeking an experienced Project Manager to lead and deliver dry utility and underground construction projects from pre-construction through closeout. The role is responsible for planning, scheduling, budgeting, permitting, contractor management, safety and quality assurance to ensure projects are completed on time, on budget and in compliance with regulatory and client requirements. The ideal candidate has hands-on experience with dry utility installations, underground utilities, construction site management and strong stakeholder communication skills.

Key Responsibilities
  • Lead project delivery for dry utility and underground construction projects, including planning, scheduling, budgeting and resource allocation.
  • Manage subcontractors, vendors and on-site crews; negotiate and administer contracts and change orders.
  • Coordinate permitting, utility locates, traffic control, right-of-way access and third-party inspections to maintain project progress and compliance.
  • Develop and maintain project schedules, cost forecasts and progress reports; proactively identify and mitigate risks and delays.
  • Ensure adherence to safety, environmental and quality standards, enforce site safety plans and lead incident investigations when necessary.
  • Work closely with engineers, surveyors and designers to resolve design and constructability issues and incorporate field changes.
  • Communicate regularly with clients, municipalities and stakeholders to provide updates, manage expectations and secure approvals.
  • Oversee materials procurement and logistics to support timely installation of dry utilities (telecom, fiber, conduit), electrical feeders and other underground utilities.
Qualifications
  • 5+ years of Project Manager experience in construction with specific experience in dry utility and underground utilities projects.
  • Demonstrated experience managing construction schedules, budgets, contracts and subcontractors; strong project controls discipline.
  • Familiarity with underground construction techniques, trenching, conduit and ductbank installation, vaults, and utility coordination.
  • Knowledge of permitting processes, utility locating, traffic control planning and local municipal requirements.
  • Strong leadership, communication and stakeholder management skills; ability to lead multidisciplinary teams on active construction sites.
  • Proficiency with project management tools (MS Project, Primavera or similar), construction documentation, and basic CAD/GIS familiarity.
  • Certifications such as PMP, CCM or OSHA 30 are a plus.
