Job summary

Institute for Building Technology and Safety (IBTS) seeks an experienced Project Manager (non-IT) with construction industry expertise to oversee current and future programs in a hybrid role. The incumbent will manage deliverables, budgets, reports, and client relations while supervising a diverse team across locations.

The ideal candidate has a Bachelor’s in engineering or architecture, 5+ years PM experience, CBO certification, and PMP or equivalent platform proficiency.

  • Bachelor’s degree in engineering or architecture‑related field preferred.
  • 5 years of project management experience with $10K–$1M contracts.
  • CBO certification required.
  • PE/Architect/MCP preferred.
  • PMP certification or progress toward within 12 months is acceptable.
  • Proficiency in MS Project and Smartsheet or equivalent PM platforms/tools.

Responsibilities

  • Ensure timely deliverables per client requirements and oversee report generation and QA of submissions.
  • Develop programs to support strategic direction and manage long-term goals and governance.
  • Provide strategic, technical, operational, financial, and managerial leadership for project success.
  • Oversee business development initiatives and manage strategic partnerships to grow contract business.
  • Develop and monitor budgets; conduct requirements analysis, resource allocation, costing, tracking, and reporting.
  • Manage and submit reports and documentation throughout the project life cycle; provide regular updates to clients and executives.
  • Lead a team across geographic locations; ensure project delivery meets quality expectations and mitigate risks.

Responsibilities

IBTS is seeking a highly qualified and experiencedNON-ITProject Manager with strong experience in theconstructionindustry to join our team to provide comprehensive oversight for current and futureprogram(s). This position is currently a hybrid position and includes hands‑on Project Management responsibilities for current programs.As a project manager, the incumbent will possess construction project management experience.

RESPONSIBILITIES

  • In serving as aProject Manager, responsibilities include, but are not limited to, ensuring timely deliverablesper client requirements; overseeing report generation and quality assurance of all report submissions; maintaining an appropriate ongoing relationship with clients, teaming partners, subcontractors, other government personnel; supervising Project Assistant.
  • Organize and/ordevelopprograms to support the organization’s strategic direction, creating and managing long‑term goals. Setting program controls, governance, and standards.
  • Providestrategic leadershipas well as technical / operational / financial / managerial leadership for successful implementation of projects.
  • Oversee business developmentinitiatives; Develop and managestrategic partnerships(internal and external) togrow contract business.
  • Develop and monitorbudgetsfor projects and overall programs; Conduct requirements analysis, resource allocation, project costing, deliverable tracking, schedule andfinancial data monitoring and reporting.
  • Manage and timely submitreportsand programdocumentationthroughout the project life cycle and analyze program risks; Provideregular updatesto clients, stakeholders, and Executives withreportson theprogressand performance of projects.
  • Manage a teamwith an array of talents and responsibilities and in different geographic locations; Ensureprojects deliverspecified results and meet quality expectations; Leverage industry best practices of process/procedures to achieveoptimum contract performance; Identify and mitigate projectrisks to avoid delays and cost overruns.
Qualifications
  • Bachelor’sdegreefrom an accredited school in an engineering or architecture‑related technical field preferred.
  • 5 years of project management experience with management of projects ranging in size from $10K to $1M; and managing IDIQ contracts.
  • Certified Building Official (CBO) required.
  • Licensed Engineer (PE), Registered Architect, or ICC Master Code Professional (MCP) preferred.
  • PMP certification or ability to achieve within 12 months of start date.
  • Proficiency in MS Project and/or Smartsheet or equivalent Project Managementplatforms/tools.

Other Qualifications

  • Ability to meet current and/or future terms of eligibility that may require US Citizenship; ability to acquire standard government pass; and/or access requirements for Federal installations.
  • Demonstrated success providing exceptional customer service with high visibility in working with clients and managing programs, representing the company with integrity, expertise, and credibility.
  • Demonstrated ability and experience supporting and interfacing with senior executive stakeholders.
  • Proven ability to work independently and/or in a team environment while demonstrating strong character and dependability; a track record of collaborating with internal team members at all levels and leading by example.
  • Experience working with Team Partners and overseeing subcontractors.
  • Demonstrated knowledge and experience in project management methodology and techniques, performance evaluation, and change management principles.
  • Direct experience managing multi‑task contracts and subcontracts of varying degrees of complexity.
  • Excellent written and oral communication skills with proven ability to develop, mentor, and lead professional technical staff.
  • Experience working in the public sector is a strong plus.

Additional Details:

  • Travel Required: anticipated up to 25%; primarily local (currently primarily to Washington, DC)
  • This is a hybrid position that includes working at times in our Ashburn, VA headquarters location.
