Qualifications

PIH JOB DESCRIPTION (PROJECT MANAGER - CONSTRUCTION)

Position Title: ProjectManager - Construction

Reports to: Deputy Director of Operations

Work Location: Project Manager - Construction Harper City, Maryland County, with flexibility to travel to other sites on a case-by-case basis

Employment Type: 12 months with the possibility of extension based on performance and availability of funds

Position Overview

The Project Manager (PM) will lead the planning, design, procurement, and construction of the Clinical Operations Center (COC) Warehouse Project, a flagship infrastructure investment for PIH Liberia.

The role serves as the overall project lead and governance focal point, responsible for delivering a warehouse-led operations campus that strengthens supply chain reliability for PIH-supported health facilities.

The PM will oversee the entire project life-cycle—from planning and design through construction, commissioning, and handover—ensuring the project is delivered:

  • On time and within budget
  • With utmost quality (Technically sound and locally appropriate)
  • In compliance with Liberian regulations and PIH standards
  • In alignment with operational and clinical needs
  • With ease of operations and maintenance at the center.

The role requires a hands-on leader capable of both direct site oversight and system/process strengthening to ensure efficient and transparent project delivery in a resource-constrained environment, capable of managing contractors, consultants, and internal stakeholders while maintaining strong governance, quality control, and risk management systems.

Specific Responsibilities
Project Leadership & Governance
  • Serve as the overall project lead, accountable for scope, schedule, cost, and quality performance
  • Establish and maintain project governance structures, including RACI, risk register, decision log, and change control systems
  • Lead weekly project meetings and monthly technical/financial reviews
  • Provide regular updates to the Steering Committee and senior leadership
  • Ensure all decisions are documented, auditable, and aligned with PIH policies
  • Identify and implement improvements in project workflows, reporting systems, and contractor performance tracking to enhance efficiency and accountability
Planning & Design Management
  • Lead development and execution of project plans, schedules, and budgets
  • Coordinate with design consultants to deliver System Design, Design Development, and Issued for Construction (IFC) design packages and BoQs
  • Ensure designs are:
    • Fit-for-context and locally buildable
    • Cost-efficient and aligned with CAPEX limits
    • Compliant with WASH standards and Liberian building codes
  • Facilitate stakeholder engagement, including MoH, contractors, and internal teams
Procurement & Contract Management
  • Lead the procurement and tendering processes for design consultants, construction works, and construction materials.
  • Oversee contractor selection, contract negotiations, and mobilization
  • Ensure contracts include clear scope, Quality Assurance/ Quality Compliance requirements, and change-control provisions
  • Monitor contractor performance and enforce contractual obligations
Construction Management & Site Oversight
  • Technical Oversight of the day-to-day construction activities and ensure adherence to construction drawings and specifications
  • Provide regular on-site supervision and coordination with contractors, engineers, and suppliers.
Monitor
  • Construction progress
  • Payment certification and Budget utilization
  • Validation and justification of change orders
  • Quality assurance and compliance
  • Lead site meetings, inspections, and reporting
Budget & Financial Control
  • Manage project budget within the CAPEX framework, including contingency management
  • Track expenditures, forecasts, and cost variances monthly
  • Approve expenditures within delegated authority limits
  • Support financial planning including OPEX and 5-year maintenance models
Quality Assurance, Risk & Compliance
  • Implement and enforce QA/QC systems, including Inspection & Test Plans (ITPs)
  • Ensure compliance with:
    • Liberian building codes
    • Environmental and WASH standards
    • Health and safety requirements
  • Develop, maintain and actively manage:
    • Risk register
    • Change log
  • Ensure timely mitigation of project risks (cost, schedule, design, environmental)
Commissioning, Handover & Operations Readiness
  • Oversee commissioning and testing of systems
  • Ensure delivery of:
    • Operation & Maintenance manuals
    • Service Level Agreements (SLAs)
    • Staff training programs
  • Lead final inspections, defect resolution, and project close-out
  • Support transition to warehouse operations and inventory systems (e.g., OpenBoxes)
Stakeholder Coordination
  • Serve as primary liaison between:
    • PIH Liberia leadership
    • PIH Cross-Site Team
    • Design consultants
    • Contractors
    • Government agencies (MoH, MPW, EPA)

Ensure alignment between infrastructure delivery and health service operational needs

Qualifications
Required
  • A minimum of a Bachelor’s degree in Engineering, Architecture, Construction Management, or related field
  • Minimum 8 –12 years of progressive experience in construction or infrastructure project delivery, including site supervision, contractor management, and project coordination responsibilities.
  • Demonstrated experience delivering multi-site or multi-component infrastructure projects in resource-constrained settings
  • Proven experience managing complex infrastructure projects or portfolios, including construction, rehabilitation, or multi-site delivery.
  • Strong knowledge of:
    • Project planning and scheduling tools
    • Budgeting and cost control
    • Construction supervision and contract management
  • Experience working in Liberia or similar resource-constrained settings
  • Excellent leadership, organizational, and problem-solving skills
  • Strong communication and stakeholder engagement abilities
  • Proven experience working with construction contractors (local and international).
  • Practical understanding of construction materials, methods and techniques.
Preferred
  • Advanced training or certification in project management and construction management
  • Experience integrating operational systems into infrastructure projects (e.g., inventory, maintenance, or reporting systems)
  • Experience with healthcare or logistics infrastructure projects
  • Familiarity with construction/project management digital tools (e.g., Procore, MS Project, Primavera P6, or equivalent) strongly preferred
  • Familiarity with FIDIC contracts and donor-funded projects
  • Experience working with NGO/INGO environments
