Our client, a construction company with active projects across Puerto Rico, the U.S. Virgin Islands, and the United States, is seeking an experienced Construction Project Manager to lead the operational oversight of its project portfolio. T
his position reports directly to the CEO and plays a key role in the strategic leadership of the Project Engineering team, project financial performance, and relationships with high-level clients, including government agencies and FEMA-funded programs.

Key Responsibilities
- Lead the planning, prioritization, and execution of the active project portfolio, ensuring alignment with company capacity and client commitments.
- Directly supervise Project Engineers, including monitoring performance, reviewing status reports, and resolving escalations involving clients, subcontractors, or technical/contractual challenges.
- Serve as the senior point of contact for key clients, including government agencies, municipalities, and FEMA-funded programs, leading executive meetings, project kick-offs, and closeout presentations.
- Monitor the financial performance of the overall project portfolio, including cost reports, earned value analysis, and profitability projections, identifying margin risks proactively.
- Approve budgets, significant change orders, and procurement decisions that exceed the authority of Project Engineers.
- Lead or review the preparation of technical and financial proposals for new projects, ensuring competitive pricing and profitable margins.
- Strategically coordinate the allocation of Project Engineers, field supervisors, crews, subcontractors, and equipment across active projects.
- Ensure regulatory compliance across all projects, including OSHA, Davis-Bacon, FEMA, HUD, CDBG, and municipal requirements.
- Provide regular executive reports to the CEO on financial performance, schedule health, project risks, and client satisfaction.
Requirements
- Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related field required; master's degree is a plus.
- Minimum of 8-10 years of progressive experience in construction project management, including at least 3 years in a senior or multi-project supervisory role.
- Proven experience managing federally funded construction projects (FEMA, HUD, CDBG, or similar), including documentation, compliance, and closeout.
- Demonstrated experience leading and developing Project Engineers and field supervisors.
- Expert proficiency in Procore as a project management platform.
- Advanced knowledge of Primavera P6, MS Project, and Microsoft Office.
- Strong knowledge of construction contracts, change order management, and risk mitigation strategies.
- Strong financial management skills, including budgeting, cost control, earned value management, and profitability analysis.
- Excellent written and verbal communication skills in English; Spanish proficiency is required due to operations in Puerto Rico and the U.S. Virgin Islands.
- PMP certification or equivalent is a significant advantage.
- Hybrid role: Combines executive-level office responsibilities with an active presence during construction site visits.
- Regular travel between projects in Puerto Rico, the U.S. Virgin Islands, and the United States.
- Dynamic, high-responsibility environment involving multiple projects and stakeholders simultaneously.
- Personal Protective Equipment (PPE) is required during construction site visits.
