Senior Project Manager – CMS Regulatory Projects

Location: 100% Remote (U.S.-based)

Type: Contract to Hire (6+ Months)

Position Overview

We are seeking a highly experienced Senior Project Manager to lead a strategic, enterprise-wide regulatory initiative tied to the CMS Final Rule (0057-F). This role sits within the Enterprise Transformation Office (ETO) and will report directly to the Project Management Office (PMO).

As the most senior project leader on the team, you will be accountable for the end-to-end delivery of the CMS program, providing oversight to multiple project managers and workstreams. The ideal candidate will have deep expertise in managing large-scale, compliance-driven programs in the healthcare or managed care industry, along with strong executive presence and advanced reporting capabilities.

Key Responsibilities

• Lead the planning, execution, and delivery of a high-profile regulatory program, ensuring all components are aligned with CMS compliance milestones.
• Provide program-level leadership and oversight to a team of 3+ project managers, each driving their own projects and sub-workstreams.
• Facilitate daily standups, stakeholder and program meetings, and escalate risks, decisions, and issues to leadership in a timely manner.
• Manage and maintain project documentation, plans, RAID logs, and dashboards using Smartsheets and Planview.
• Provide executive-level reporting and presentations to senior leadership on program health, risks, milestones, and outcomes.
• Partner cross-functionally across IT, business operations, legal, and compliance teams to ensure alignment and readiness.
• Champion process improvement, issue resolution, and change management practices within the program.

Required Qualifications

• Education: Bachelor’s Degree in a related field (MBA preferred).
• Experience:
• 7+ years of Project/Program Management experience, with a strong preference for healthcare and managed care industries.
• Proven success leading regulatory/compliance-driven projects, ideally related to CMS, HHS, or state-level healthcare rules.
• Experience delivering enterprise-level programs with multiple interdependent projects and large cross-functional teams.
• Tools & Skills:
• Proficient with Smartsheets and Planview for portfolio/project tracking and RAID documentation.
• Strong executive presence, with experience reporting to C-level stakeholders and regulatory bodies.
• Knowledge of interoperability standards and healthcare IT/business implementation best practices.
• Certifications: PMP or equivalent certification preferred.

• Milestone Adherence: On-time or early delivery of requirements for CMS compliance deadlines:
• January 1, 2026
• March 1, 2026
• January 1, 2027
• Stakeholder Satisfaction: Maintain positive engagement and satisfaction across business units and leadership.
• Program Oversight: Effective leadership of PMs and clear program governance with proactive risk mitigation.
