Job summary

Abacus Technology Corporation seeks a seasoned Project Manager to lead data governance and AI initiatives for NASA's eMITS program. You will guide policy development, risk assessment, and interagency coordination across centers and external partners.

The role requires strong PM skills, experience with governance frameworks, and the ability to translate complex requirements into actionable plans. Security clearances and government workflows are a plus.

Qualifications

• 8+ years in project management with data governance experience.
• Bachelor's degree in Data Science, Information Management, Business Administration, or related field.
• CDMP or ITIL certification desired; strong governance and AI adoption knowledge.

Responsibilities

• Provide programmatic, strategic, and technical support to CDO/CAIO and CDAIO teams.
• Lead development and implementation of data and AI policies, governance standards, and interoperability models.
• Manage policy gap assessments, exception processes, and compliance across NASA centers and partners.
• Develop AI risk assessment methodologies aligned with NIST AI RMF, including bias testing and safety validation.
• Identify risks, create mitigation plans, and perform impact analyses.
• Coordinate planning to meet federal requirements and NASA Data Strategy goals.
• Provide PM support with IT, data, and AI domain knowledge using cost/schedule/performance metrics.
• Create training materials and workforce development plans to improve NASA-wide AI/data proficiency.
• Assess skill gaps and design curricula for data/AI roles across the organization.
• Implement enterprise data management practices like ontologies, taxonomies, and metadata standards.
• Promote responsible, ethical, secure, and transparent AI adoption.
• Support agency boards and governance bodies (ITSB, EDWG, AISB, AISWG).
• Provide strategic advisory, governance support, and continuous service improvement.

Overview

Abacus Technology is seeking a Project Manager to lead projects and provide direction for tasks related to data management and artificial intelligence for the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) program. This is a full-time position.

Responsibilities

• Provide comprehensive programmatic, strategic, and technical support to the Chief Data Officer (CDO), Chief Artificial Intelligence Officer (CAIO), and broader CDAIO teams.
• Lead development, coordination, and implementation of data and AI policies, including governance standards, metadata and classification frameworks, interoperability models, and compliance enforcement mechanisms.
• Conduct policy gap assessments, manage exception processes, monitor compliance, and support consensus-building across NASA centers and external partners.
• Develop and maintain AI risk assessment methodologies aligned with NIST AI RMF, including bias testing, safety validation, and ongoing performance monitoring for deployed models.
• Identify risks, create risk statements, mitigation plans, and impact analyses.
• Facilitate inter-organizational planning and coordination to meet federal requirements and support NASA's Data Strategy, Data Action Plan goals, and enterprise milestones.
• Provide project and program management support aligned with IT, data, and AI domain knowledge, applying cost/schedule/performance metrics.
• Develop and coordinate training materials, briefings, and workforce development strategies to improve NASA-wide proficiency in AI and data competencies.
• Assess workforce skill gaps and produce tailored curricula and career progression maps for data/AI roles.
• Implement enterprise-level data management practices such as ontologies, taxonomies, knowledge graphs, metadata standards, and interoperability frameworks.
• Promote responsible, ethical, secure, and transparent adoption of AI capabilities.
• Facilitate and support agency-wide boards, working groups, and governance bodies such as ITSB, EDWG, AISB, and AISWG.
• Provide strategic advisory, content development, governance support, communications coordination, and continuous service improvement across CDAIO initiatives.

Qualifications

8+ years experience in project management including data governance and management. Bachelor's degree in Data Science, Information Management, Business Administration, or a related field. Certifications such as Certified Data Management Professional (CDMP) or ITIL desired. Provide expert strategic vision and management services informed by industry best practices to guide efficient and effective data management and AI adoption. Knowledge of AI and data governance and risk frameworks. Able to provide IT clarification as it relates to AI. Experience with Jira, Microsoft Purview, Collibra, and/or Informatica desired. Experience with strategic management desired. Proficient with MS 365, SharePoint, Project, and Box. Must have strong problem-solving skills, attention to detail, communication skills, and be able to collaborate within a team and with stakeholders. Able to work independently and manage multiple projects simultaneously. Must be a US citizen.
