Job summary

Job description

Position Description

With guidance from the Program Manager, plan, organize, direct, and control projects, and team members to accomplish program goals within cost and schedule guidelines. Exercise discretion and independent judgment with respect to matters of significance to the business.

We offer a hybrid schedule (in‑office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility.

Essential Functions
  • Under guidance from the Program Manager, review program and project contracts/agreements to ensure all requirements are being met.
  • Develops sufficient program knowledge to effectively interface with team members and clients.
  • Working with the project team, establish, maintain, and review project cost/schedule baselines.
  • Work with the Government and the project team to review statements of work (SOW).
  • Ensure revision control is maintained through the approval process.
  • Track project scope, budget and schedule through the use of Earned Value Management (EVM), as required by the program.
  • Review invoices for accuracy and appropriateness and evaluate cost variances.
  • Work with the Government Project Agreement Officer or Technical Representative (AOR or PTR) to track project progress and deliverables to ensure timely completion and acceptance by the AOR or PTR.
  • Provide collaborative leadership, facilitation and interface among supported customers, vendors and users.
  • Work in conjunction with technology experts to build and develop solutions to technical issues, and then develop scopes of work.
  • Work with the project team to develop and maintain the content of project proposals, including the management of statement of works, work breakdown structure, and resource allocation.
  • Provide technical expertise to the division lead and the technical management of the projects.
  • Act as a Technical Advisor and Subject Matter Expert to customers and as their representatives.
  • Perform literature research to mature working knowledge of technical subjects in support of project research and problem solving.
  • Work with the project team to develop and maintain project schedules.
  • Coordinate technology transfers/transitions for projects assigned.
  • Prepare and present program updates for program reviews and conferences.
  • Provide direct support to the Government Client's program office, as directed by the Program Manager.
  • Plan, convene, and facilitate program team meetings, either on‑site or virtual as required by the contract/agreement.
  • Manage the content of the program website, brochures, posters, and newsletters, and advise program team members of needed updates and maintenance.
  • Ensure accuracy of data entry of financial information in support of reporting requirements.
Additional Responsibilities
  • Provide direction and assign tasks to program Assistants or Program Administrators, as required.
  • Interact daily with Division Lead, Program Manager, Contracts personnel, senior technical personnel, and ATI management.
  • Track and coordinate project or program success stories with the Program Manager and the Business Development and Communications Department.
  • Identify and assist in targeting related business development opportunities, and participate in the preparation of proposals.
  • Perform other duties as assigned by the Program Manager and the division lead.
  • Assist with the development of the content of project proposals, technical reports, and white papers, as needed.
Qualifications
  • Bachelor's Degree and four or more related years of experience or an equivalent combination of experience and training; or a Master's Degree and two or more years of related experience or an equivalent combination of experience and training.
  • For those providing technical oversight of projects, a degree in Engineering, Science, or a related field is preferred.
  • Experience with government programs is desirable. Independent, self‑directed, team‑player, and problem‑solver traits. Strong communication skills, including presentations, technical reports, meeting management, and work‑group management.
  • Prior experience working in multi‑organizational teams is a plus. Strong computer skills including intermediate Excel, MS Office Suite (Word, PowerPoint, Outlook, and Project). MS Access experience is a plus.
  • Ability to travel to conferences and meetings is required; weekend travel is infrequent but may be needed for early Monday or late Friday client events.
  • Ability to access U.S.‑only data systems; U.S. Citizenship is required and/or must be able to obtain and maintain a DOD security clearance (for certain projects/programs).

Work Environment

Salary

Anticipated starting salary is in range commensurate with education and experience. Project Manager: $78,000.
