Project Manager - Operational Technology Topology Modernization (OTTM) Solution
Position Type: Contractor - 12-Month Assignment
A confidential public-sector client is seeking an experienced Project Manager to lead day-to-day management of a large, multi-site Operational Technology infrastructure modernization program.
The Project Manager will serve as the central point of coordination across client leadership, engineering teams, technology vendors, cybersecurity partners, field personnel, and operational stakeholders. This role is responsible for maintaining control of the project schedule, budget, scope, risks, vendor commitments, implementation readiness, testing, and acceptance.
Key Responsibilities
- Project Planning, Schedule & Execution: Manage the integrated project plan and master schedule, including milestones, dependencies, implementation sequencing, critical-path activities, testing, commissioning, training, and final acceptance.
- Vendor, Contract & Financial Management: Coordinate vendors and contractors, track commitments and deliverables, monitor expenditures and invoices, validate milestone payments, and elevate unresolved issues.
- Scope, Change, Risk & Issue Management: Control project scope, manage change requests, maintain the RAID register, assess impacts, assign mitigation actions, and escalation significant risks and issues.
- Design, Engineering & Cybersecurity Coordination: Facilitate design reviews and coordinate resolution of network, cybersecurity, infrastructure, monitoring, and legacy integration requirements.
- Site Readiness & Implementation Coordination: Ensure facilities, power, racks, fiber, cabling, environmental, field access, and installation prerequisites are complete before deployment.
- Testing, Cutover & Acceptance: Coordinate FAT/SAT, lab validation, commissioning, migration, rollback, deficiency resolution, and final acceptance.
- Operational Coordination & Change Control: Coordinate outages, maintenance windows, operational notifications, and change-control activities to minimize impacts to critical systems and service.
- Documentation, Reporting & Communications: Maintain project records and configuration documentation, lead project meetings, and provide concise reporting on schedule, budget, risks, vendor performance, scope changes, and key decisions.
Required Qualifications
- 7+ years of project management experience leading complex technology, infrastructure, network, or systems modernization initiatives.
- Demonstrated experience managing large, multi-site projects with multiple vendors, contractors, and stakeholder groups.
- Strong experience with master scheduling, critical-path management, risk management, budget tracking, contract/vendor oversight, and change control.
- Experience coordinating network infrastructure deployments, system integration, testing, cutovers, commissioning, and production implementation.
- Experience working in mission-critical or highly available environments such as transit, transportation, utilities, telecommunications, government, data centers, industrial environments, or Operational Technology.
- Demonstrated ability to manage site readiness, field implementation dependencies, outages/maintenance windows, and operational coordination.
- Strong executive communication, meeting facilitation, issue escalation, and written status-reporting skills.
Preferred Qualifications
- Experience with Operational Technology (OT), enterprise networking, cybersecurity, or infrastructure modernization.
- Familiarity with Arista, CloudVision, Cisco networking, network segmentation, firewalls, monitoring/SIEM, and legacy network integration.
- Experience supporting public-sector, transit, transportation, or regulated infrastructure programs.
- PMP, PgMP, or equivalent project-management certification preferred.
Hourly Wage and Selection Process
The anticipated hourly wage is $90-$100/hour, W-2, depending on qualifications and experience. Qualified applicants may be invited to participate in one or more interviews.
