Job summary

BB&E, Inc. is seeking a Project Manager to support AFCEC at JBSA‑Lackland, TX, delivering program and project management services for federal and private clients. The role focuses on CMIS implementation, UFC/UFGS reviews, and standardizing PM templates and processes.

You will lead technical teams, develop documentation, conduct training sessions, and perform site visits while coordinating with SMEs to ensure data integrity and performance on DoD construction projects.

Qualifications

  • Minimum of 10 years’ experience overseeing DoD construction projects, development of technical specifications, design and construction documents.
  • Accredited associate’s degree or higher in a design or construction industry related field.

Responsibilities

  • Provide technical support for UFC/FC, UFGS, AFI, AFP, AFH, DAFMAN, and related guidance.
  • Support CMIS implementation and standardization of PM processes.
  • Evaluate, document, and troubleshoot CMIS-related issues for installations.
  • Update Project Management community websites and respond to comments.
  • Assist in preparation of project programming documents and cost estimates.
  • Coordinate and deliver training sessions and site visits (two 3‑day Bootcamp workshops; 10–15 1‑hour sessions annually).

BB&E is a full‑service civil and environmental engineering and consulting firm headquartered in Northville, Michigan. The firm serves both the Federal and Industrial sectors throughout the United States, providing Environmental Consulting, Facilities Engineering, and Program/Project Management Services to federal and private clients.

Position Summary

BB&E is seeking a dynamic and detail‑oriented Project Manager to provide technical support for the Air Force Civil Engineer Center (AFCEC) located at Joint Base San Antonio (JBSA)‑Lackland, TX.

Job Duties & Responsibilities
  • Provide technical support in the Civil Engineer Project Management Body of Knowledge, including assisting in development, update, and coordination of Unified Facilities Criteria (UFC)/Facilities Criteria (FC), Unified Facilities Guide Specifications (UFGS), Department of Air Force Instruction (DAFI)/Air Force Instruction (AFI), Installation Facilities Standards (IFS), Air Force Pamphlet (AFP), Air Force Handbook (AFH), Department of the Air Force Manual (DAFMAN), playbooks, and Task Order design and project management guidance.
  • Provide expertise in project management, specifically related to Construction Management Information System (CMIS) implementation and project management process standardization.
  • Provide ongoing support in evaluating, documenting, and troubleshooting technical problems for installations as required.
  • Update Project Management community websites.
  • Consolidate, track, and respond to comments received from other organizations.
  • Provide support for facility project programming documents, including scope verification/refinement, cost estimate reviews, and editing/drafting revised documents.
  • Assist in preparation and delivery of presentations on training programs and courses in the Project Management subject area of expertise.
  • Assist in documenting program files, organizing files, and providing administrative support, such as updating and maintaining technical support resources in CE DASH.
  • Provide CMIS Implementation Support (primary focus of the position):
    • Collaborate with the project team to assess the existing NexGen IT system.
    • Provide recommendations for optimizing future CMIS processes.
    • Assist in the implementation of CMIS enhancements or updates.
    • Ensure data integrity and accuracy within the CMIS.
  • Conduct UFGS reviews; review UFGS & UFC documents as required (20‑25 reviews annually); identify discrepancies, inconsistencies, or gaps; suggest revisions or improvements to align with industry standards.
  • Oversee Project Management Standardization; evaluate current project management practices; develop standardized templates, processes, and guidelines.
  • Facilitate training sessions for project managers on various project management topics (two 3‑day Bootcamp workshops and 10‑15 1‑hour sessions annually).
  • Perform 10‑15 annual site visits; offer expert advice on project‑specific challenges; collaborate with other SMEs as needed.
  • Assist with response, coordination, documentation, and recommended responses of 100‑125 CE DASH requests annually.
Key Qualifications
  • U.S. citizenship and the ability to obtain/maintain a NACI/CAC.
  • In‑depth knowledge of federal, state, and/or local regulations and statutes; Department of the Air Force and Department of Defense regulations.
  • Demonstrated technical expertise for criteria development and review, including Engineering Technical Letters; UFC; UFGS; and AFI, pamphlets and handbooks.
  • Excellent verbal and written communication skills with the ability to convey complex technical concepts to diverse audiences.
  • Proficiency using MS Office software including Excel, Word, and PowerPoint.
  • Highly motivated self‑starter with the ability to manage multiple tasks and deadlines autonomously.
Experience & Education
  • Minimum of 10 years’ experience overseeing DoD construction projects, development of technical specifications, design and construction documents, and operating instructions.
  • Accredited associate’s degree or higher in a design or construction industry related field.
Physical Requirements
  • Ability to stand, walk, climb, kneel, and crouch; remain in a stationary position or sit at least 60% of the time.
  • Ability to operate office equipment, including computer, copy machine, phone, etc.
  • Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms.
  • Capable of lifting up to 10 lbs.
  • Ability to see details of objects that are less than a few feet away.
  • Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone.
