Job Description
This position serves as the Project Manager (Technical) for the CAD/RMS/Mobile support program, overseeing and directing a team of contractors responsible for multi-agency support Responsibilities include project/program planning, governance, and operational coordination across CAD, RMS, Mobile, and related support functions. Duties focus on planning, prioritization, monitoring and control, executive-level communications, multi-agency coordination, and ensuring program commitments (including vendor deliverables, budget/invoice processes, and compliance activities) are executed consistently. The role serves as a primary liaison with MDSP Command Staff and key stakeholders across MDSP ITD, allied agencies, and vendors.
Responsibilities
- Develop an in-depth functional knowledge of the systems supported (CAD, RMS, Mobile) and the operating environment across multiple agencies
- Overall project/program planning, governance, prioritization, and delivery management (scope/schedule/risk/issues/dependencies)
- Oversight of support operations from a governance standpoint (intake/prioritization, SLA/metrics reporting, escalation coordination, process expectations) in coordination with the support team.
- Oversight of CAD/RMS/Mobile vendor and contract deliverables; ensure deadlines, requirements, and service expectations are met
- Oversight of CAD/RMS/Mobile budget planning and financial coordination, including day-to-day purchase tracking and management/QA of allied agency invoices
- Serve as primary liaison between MDSP ITD, MDSP Command Staff, allied state agencies, vendors (including Caliber Public Safety), and other 3rd party partners
- Serve as State Product Owner for CAD, RMS, and Mobile governance activities, including enhancement request intake, definition, prioritization, and change coordination across agencies
- Communicate regularly with executive-level staff on CAD/RMS/Mobile operational health, risks, timelines, and key decisions; prepare reports, briefings, and meeting materials
- Coordinate and govern system/process changes impacting CAD/RMS/Mobile, including multi-agency workflow changes and stakeholder approvals
- Own and coordinate Offense code management (RMS) across state agencies (schedule, communications, approvals, verification coordination)
- Own and coordinate NIBRS/audit support activities (planning, stakeholder coordination, remediation tracking, and status reporting), partnering with technical staff for data pulls and implementation tasks
- Own user communications and service readiness materials (bulletins, release notes, documentation, and training guides) and lead delivery of end-user training as needed
- Create task orders / work authorizations as required and coordinate statements of work with vendors and stakeholders
- Attend MDSP executive-level meetings as required

Required Qualifications
- Education:
- Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline. Master's degree or project management certification is preferred.
- General Experience:
- At least five (5) years of experience in project management.
- Specialized Experience:
- At least five (5) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget.
Desired Skills
- Five (5) or more years project management experience on complex IT projects implementing COTS/Mobile systems.
- Five (5) or more years project management experience developing both technical and business process (nontechnical) requirements for implementation of IT systems in private or public sector organizations.
- PMI certification as a PMP.
- Minimum of four (4) years project management experience required with a multi-agency law enforcement CAD, RMS and Mobile system.
