The City of Norfolk's Department of Transportation is seeking a Project Manager to coordinate scope, needs, and requirements for transportation projects, working with Civil Engineers and other managers to oversee roadway improvements, traffic safety projects, and signaling upgrades.

Job description

The City of Norfolk's Department of Transportation oversees transportation programs including traffic operations, roadway safety, and support for multi-modal systems.

The Traffic Operations Bureau performs traffic infrastructure improvements, maintains traffic control devices, and supports engineering projects to improve mobility and safety.

The Project Manager will coordinate the scope, needs, and requirements for departmental projects and work with Civil Engineers and other Project Managers which oversees various projects related to roadway improvements, traffic safety projects, traffic signal improvement projects and ongoing signs and pavement marking operations. Additionally, the position will coordinate with Dominion Energy for streetlight related projects. Lastly, the position will coordinate repairs and/or improvement projects with City contractors.

The Project Manager will also supervise inspection and administrative staff and may be required to work during City approved special events and during periods of inclement weather, to include snow events, hurricanes, noreasters, flash floods or other natural disasters when information is required to be FEMA or other agencies.

  • Coordination within the Transportation Division and in other divisions, departments and stakeholders within the City of Norfolk and external partners.
  • Preparation of pre-scoping cost estimates and schedules as necessary for project funding.
  • Project Development/Design Project Management: Oversees the project scoping and design process for locally administered transportation projects.
  • Coordinating project information between VDOT Urban Program staff and other stakeholders regarding current and upcoming projects.
  • Maintaining projects status in the City's project management software (eBuilder) and City website.
  • Maintaining employee information within the City's PeopleSoft system.
  • Data entry and FOIA request services related to the City's Lucity work management system.
  • Reviewing of project design budget and schedule.
  • Preparing public informational materials.
  • Contractor procurements, in accordance with Norfolk and state procurement procedures.
  • Administrating construction contracts and consultant task orders.
  • Assists with scheduling construction progress meetings.
  • Reviewing construction budget and schedule for accuracy.
  • Reviewing construction project activities and documentation.
  • Reviewing construction invoices for accuracy and compliance.
  • Reviewing and/or coordinating review of construction submittals and requests for information.
  • Preparing change orders.
  • Overseeing and ensuring compliance with local, federal and state permitting requirements.
  • Performing site visits and construction inspections.
  • Informing the public, stakeholders and other agencies of construction impacts and progress.
  • Coordinates with and assists multiple private and public utility companies within project limits; manages relocations, replacement, and adjustments to utilities on a project.
  • Coordinates with Dominion Energy regarding existing and new service requests for transportation-related projects.
  • Coordinates with City's "on-call" contractors for emergency and non-emergency response activities.

Work requires specialized knowledge in a professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Required:

Five (5) years of experience in a related field; or an equivalent combination of education and experience.

Work Schedule:
  • M-F, 7:00 A.M. to 3:30 P.M. and as needed
