Introduction

Help shape housing and community development projects across New Haven. The City of New Haven is seeking an experienced Project Manager to oversee and advance housing development projects from initial planning and funding through construction and completion. This position works closely with developers, community organizations, funding partners, City departments, and other stakeholders to keep projects moving forward while ensuring compliance with applicable funding, legal, regulatory, and construction requirements. The ideal candidate will bring strong project management and organizational skills, experience with community or housing development, and the ability to manage multiple complex projects and competing priorities. In addition to directly overseeing assigned development projects, the Project Manager supervises professional staff, provides technical assistance to developers, reviews funding recommendations, monitors project expenditures, and helps identify new development opportunities within the community. ***Open only to current employees of the City of New Haven meeting minimum requirements***

PRIMARY FUNCTIONS

The Project Manager is responsible for the professional oversight, coordination, and development of effective project management procedures for housing development projects administered by the City of New Haven. This role ensures development projects are administered effectively, completed in a timely manner, and comply with applicable regulatory, legal, ethical, funding, and construction requirements. Provides direct oversight of assigned projects and supervises professional staff responsible for project development activities.

TYPICAL DUTIES AND RESPONSIBILITIES

Supervises assigned staff and provides professional guidance, direction, support, and staff development. Reviews individual development projects to ensure timely and appropriate documentation, effective project administration, and completion of required project development activities. Provides technical assistance and support to developers seeking funding assistance, including guidance developers on applicable policies, procedures, application requirements, and project development processes. Conducts site visits and works with developers throughout the financing and construction phases to facilitate the appropriate and timely completion of development projects. Meets and coordinates regularly with other funding sources, partner organizations, and/or other stakeholders to maintain effective communication on shared development projects. Works closely with neighborhood organizations and stakeholders in identifying potential development projects. Reviews proposed development projects and recommends the allocation of available funding. Monitors project expenditures and authorizes payments during development of projects in accordance with applicable requirements. Monitors housing development projects for compliance with applicable federal, state, and local laws, regulations, funding requirements, and construction requirements. Works closely with the Legal Division to ensure that all development projects meet legal and ethical standards. Provides professional advice and recommendations to the Director or designee on issues related to project development as well as other issues of concern to assigned department. Attends meetings and/or training sessions sponsored by professional organizations and government agencies to maintain up to date knowledge of funding sources, laws and regulations and construction requirements. Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four-year college or university with major course work in Community Development, Business Administration, Public Administration, Real Estate Development, Economics, Political Science or a related field; and at least two years of experience managing community development projects, including supervisory experience and fiscal management of allocated grant funding. In lieu of a college degree, an additional four years of directly related work experience may be substituted. An equivalent combination of education, training, and experience that demonstrably provides the required knowledge, skills, and abilities may be considered.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Some knowledge of federal, state and local laws and regulations impacting housing development projects. Some knowledge of various funding sources and funding mechanisms related to housing and community development. Some knowledge of the principles and practices of governmental and non-profit budgeting and accounting. Knowledge of project management principles and practices and the ability to apply these to housing and community development projects. Ability to supervise, support, and develop the performance of professional staff. Ability to plan, organize, coordinate, and monitor multiple projects simultaneously. Ability to review project documentation and monitor projects for appropriate and timely completion. Ability to work effectively with City officials and employees, developers, governmental agencies, funding organizations, neighborhood organizations, community stakeholders, and other partners. Ability to seek out potential development projects within the community. Ability to exercise independent professional judgment and make appropriate recommendations regarding project development and funding. Ability to establish and maintain effective working relationships with City officials, employees, developers, community organizations, governmental agencies, funding partners, and the public. Proficiency with Microsoft Office for creating documents, spreadsheets, and reports. Proficiency in using email clients, calendar applications (e.g., Outlook, Gmail), and collaboration tools (e.g., Teams, Zoom) and for scheduling, managing correspondence, and facilitating meetings. Skill in communicating effectively, both orally and in writing.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, tested position. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees. Bargaining agreements available to review HERE. General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 10% of salary. The City of New Haven does not sponsor employment visas. All applicants must have current authorization to work in the U.S. without employer-sponsored visa support.
