Job summary

Bristol Bay Construction Holdings LLC seeks an experienced Project Manager to lead federal construction programs from proposal through closeout, overseeing design-build and bid-build efforts for budgets up to $20M. You will manage subcontractors, schedules, and safety compliance while coordinating with clients and stakeholders at the Beale AFB location in California.

The role requires 10+ years of construction experience, a relevant degree, and familiarity with USACE, NAVFAC, and EM-385 safety

Qualifications

  • 10+ years of related construction experience or equivalent combination of experience and education.
  • 5-10 years of Federal construction (USACE, NAVFAC, GSA, VA, USAF, etc.)
  • Management of Design Build and Bid Build projects
  • MATOC/Task Order experience
  • Ability to travel to project locations
  • Proficient time management, organization, prioritization, action item tracking, reporting, computer, etc. skills
  • Ability to help decipher and solve technical issues relating to construction

Responsibilities

  • Procurement of subcontractors, coordination, organization, and supervision of construction activities to ensure on‑time delivery, adherence to budget constraints, and upholding high‑quality standards and safety regulations.
  • Analyze project RFPs and plans, collaborating with executives to define project objectives effectively.
  • Efficiently oversee labor, materials, equipment, and subcontractors within the allocated time and budget.
  • Foster strong relationships with vendors, subcontractors, field staff, and clients throughout the project lifecycle.
  • Manage the evaluation and acquisition of subcontracts, labor, materials, and equipment.
  • Supervise the project closely to promptly address out‑of‑scope work requests, unforeseen conditions, and time impacts.
  • Work closely/manage superintendents, stakeholders, and team members to develop and revise project schedules.
  • Develop and scrutinize/manage project budgets and cost estimates meticulously.
  • Client and Subcontractor Invoicing management and processing.
  • Review and execution of subcontracts and purchase orders
  • Manage project from proposal stage through closeout
  • Handle any issues that arise resulting from unforeseen conditions
  • Effectively manage and build teamwork within the project execution team
  • Manage subcontractors through project completion
  • Coordinate with Quality Control and Safety representatives
  • Direct project activities to ensure conformance to project budget, plans, specs, and schedule

This role entails scheduling, subcontractor management, communication with the client and building occupants, safety and occupational health management, and assurance of quality and compliance. Responsible for overseeing a variety of construction projects, including design‑build and bid‑build projects typically ranging from $2M to $15M, with the potential to manage up to $20M of projects simultaneously.

Salary Range: $120,000-$140,000/annual
Essential Duties & Responsibilities:

Minimum Qualifications:

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.

  • 10+ years of related construction experience or equivalent combination of experience and education
  • Bachelor's degree from a four‑year college or university in engineering, construction, or a related field preferred
  • 5-10 years of Federal construction (USACE, NAVFAC, GSA, VA, USAF, etc.)
  • Management of Design Build and Bid Build projects
  • MATOC/Task Order experience
  • Ability to travel to project locations
  • Proficient time management, organization, prioritization, action item tracking, reporting, computer, etc. skills

Additional Qualifying Factors:

As a condition of employment, you will be required to pass a pre‑employment drug screening (post accepted offer) and have acceptable background check results. The position requires the ability to remain seated at a desk for extended periods, up to 7-8 hours per day. The employee must be able to operate a computer keyboard and mouse and view a monitor for extended periods, including performing repetitive hand and wrist motions. The employee must be able to communicate clearly in person, by phone, and during virtual meetings. The position also requires the ability to move throughout the office environment, including between workstations, meeting rooms, and common areas, and to occasionally lift and carry items weighing up to 15-25 pounds, such as files, equipment, and supplies.

The position may also require occasional travel to and navigation of active project sites. This includes the ability to walk on uneven, unpaved, or unfinished terrain; climb stairs, ladders, or temporary structures; and stand for extended periods during site walkthroughs. Employees must be able to wear required personal protective equipment (PPE), including a hard hat, safety glasses, high‑visibility vest, and steel‑toe boots, and tolerate outdoor conditions such as heat, cold, dust, and noise for the duration of a site visit.

Working Conditions

Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
