Job Description: Project Management Specialist III
The Project Management Specialist III shall provide management and program analysis services to the FAALC, including but not limited to planning, scheduling, conducting, and reporting analyses of management, administrative, and logistics programs and procedures. The goal is to determine resource requirements and utilization, workflow processes, and the efficiency, effectiveness, and productivity of functional operations. Supports: FAA Contract.
- Support the F&E subject matter expert (SME) for the decommissioning of LIS.
- Communicate with customers internal and external to the FAA.
- Define or recognize the dimensions of involved problems.
- Collect, record, and analyze data to establish facts.
- Research supply chain computer programs and databases.
- Take or recommend actions based on established guidelines.
- Identify and resolve problems and report negative trends to management.
- Apply experience and detailed knowledge as a team member of a Logistic Operation Center.
- Conduct analysis to ensure proper program integration and conformance to FAA Logistic Center Policy, including the completeness and adequacy of operations in meeting goals/objectives.
- Perform duties proactively and independently.
- Plan, organize, and coordinate with other personnel.
- Collaborate with subject matter experts throughout the FAA Logistic Center to resolve inquiries and track issues from input to resolution.
- Refer complex problems to a manager, team lead, or more experienced technical specialist when guidelines are unavailable or inapplicable.
- Ensure work is reviewed during and after completion for timeliness, policy compliance, and alignment with project requirements.
- Support organizational activities that may impact project/program objectives.
- Develop methods, databases, spreadsheets, or dashboards to alert or notify when critical processes fail.
- Periodically report supply chain vulnerabilities to leadership.
- Assist the Program Manager and manage programs from inception to completion.
- Support the development and execution of briefings and reports.
- Oversee project cost, schedule, performance, and risks.
- Communicate effectively with customers and meet all deliverable requirements.
- Develop program documentation using standardized templates.
- Develop, modify, and obtain approval for project SOWs in collaboration with SMEs.
- Work with SMEs and core program members to develop project estimates.
- Perform project cost control and implement control measures.
- Manage project scope, cost, schedule, performance, and risks effectively.
- Develop and maintain program schedules.
- Organize and lead project meetings.
- Develop and oversee project work sequences.
- Manage program performance and provide accurate, timely data.
- Address issues proactively and escalate as necessary.
- Prepare and present monthly Dashboard reports, Labor Analysis Sheets, and Quarterly Program Reviews.
- Advocate for funding as required.
- Submit deliverables on or before deadlines.
- Engage daily with customers and stakeholders regarding cost, schedule, and performance.
- Manage program/project risks and issues, including identifying, assessing, establishing mitigation plans, and tracking progress.
Minimum Education and Experience
Education:
- A high school diploma or equivalent is required.
- A Bachelor of Arts degree in Business Administration or an Associate degree in Accounting or Business is highly preferred.
Experience:
- Minimum six (6) years of relevant experience.
Licenses, Certifications, or Registrations:
- Current driver's license.
- Proof of U.S. citizenship or authorization to work in the U.S.
- The ability to obtain security clearance for access to government facilities.

- Excellent understanding of technical issues and effective verbal and written communication skills.
- Ability to work within the U.S. Government contractual environment.
- Effective communication skills for engaging with groups of customers or employees.
- Strong telephone troubleshooting skills and vendor knowledge.
- Proven ability to manage multiple tasks and adapt to changing requirements.
- Basic mathematical skills relevant to business and engineering contexts.
- Proficiency with Microsoft Office Suite, development tools, and understanding of Web and Network architectures.
