Position Overview
The Texas Department of Licensing and Regulation (TDLR) is seeking an experienced Deputy Project Manager / Project Manager 3 to support the Legacy Systems Replacement Project (LSRP).
The Deputy Project Manager will work closely with the LSRP Project Manager and the Project Management Office (PMO) to manage complex and advanced project and contract management activities throughout the project lifecycle.
The successful candidate will lead and coordinate cross-functional workstreams covering requirements gathering, system integration, data migration, testing, software rollout, project reporting, executive dashboards, contractor deliverables, change requests, invoicing, budget tracking, and Maintenance & Operations (M&O).
Key Responsibilities
- Serve as Deputy Project Manager for the Legacy Systems Replacement Project.
- Partner with the Project Manager and PMO leadership on complex project management activities.
- Lead and coordinate cross-functional teams and workstreams throughout the full project lifecycle.
- Facilitate requirements-gathering sessions with business and technical stakeholders.
- Document, analyze, consolidate, and manage enterprise IT requirements.
- Coordinate system integrations and data migration activities.
- Lead comprehensive User Acceptance Testing (UAT) cycles.
- Establish UAT entry and exit criteria and manage business-unit validation schedules.
- Track defects and coordinate resolution activities.
- Develop and maintain project reports, dashboards, and executive-level communications.
- Support contractor deliverables, change requests, invoicing, and budget tracking.
- Assist with Maintenance & Operations (M&O) activities.
- Perform business process analysis, Business Process Reengineering (BPR), and process mapping.
- Manage project risks, issues, scope, estimates, corrective actions, and project controls.
- Coordinate end-user training strategies, including Train-the-Trainer (TTT) approaches.
- Facilitate communication, negotiation, and decision-making among business, technical, vendor, and executive stakeholders.
- Support Agile or Hybrid project delivery methodologies where applicable.
Required Qualifications
- 10+ years of experience managing large, complex IT modernization projects through all development phases, from inception through Maintenance & Operations.
- 10+ years leading and coordinating cross-functional project activities, including executive communication, negotiation, and facilitation.
- 8+ years reviewing and analyzing complex business systems and stakeholder needs, including BPR and process mapping.
- 5+ years utilizing the Texas Project Delivery Framework.
- 5+ years documenting detailed requirements for enterprise IT solutions and consolidating requirements across geographically dispersed business areas.
- 5+ years leading comprehensive UAT cycles for large-scale enterprise IT implementations.
- 5+ years designing and coordinating enterprise-wide end-user training strategies, including Train-the-Trainer (TTT) methodology.
- 3+ years working with the Texas Department of Information Resources (DIR) and Data Center Services (DCS), including implementation of cloud-based solutions.
- 5+ years of direct experience managing Salesforce implementation or migration projects, particularly in government or highly regulated licensing environments.
- 4+ years coordinating UAT for Salesforce or major cloud SaaS implementations.
- Experience managing Salesforce sandbox testing environments and validating user-story acceptance criteria.
- 4+ years managing organizational change readiness and end-user training for Salesforce or modern cloud-based CRM platforms.
- 4+ years working directly with a Texas State Agency as a Project Manager.
- Active PMP certification.
- 3+ years managing Agile or Hybrid (Waterfall/Agile) project delivery teams, especially for cloud SaaS implementations.
Ideal Candidate Profile
The ideal candidate is a senior IT Project Manager / Deputy Project Manager with extensive experience delivering large-scale modernization programs in government or highly regulated environments.
