Job summary

AEITS, a GTSC company, seeks a Project Integrator Level 3 to lead portfolio process innovations and stand up new operating models in a fast-paced DoD/IC environment. On-site in Annapolis Junction, MD, with extensive interaction across agencies and programs.

The ideal candidate has mature program/contract/financial management experience, DoD/IC domain fluency, and familiarity with Plan-It. Certifications such as PMP/CFCM/DAWIA are preferred, with a path to substitute years of experience.

Qualifications

• Twelve (12) years combined DoD/IC program management, contract management, and/or financial management with a Bachelor's degree.
• In lieu of a degree, PMP, CFCM, or DAWIA Level III plus 3 years related experience (total 15 years).
• Familiarity with Plan-It is preferred.
• In lieu of certification, 3 additional years of related experience (total 18 years) may substitute.
• Intermediate proficiency with MS Excel (pivot tables, slicers, pivot charts).

Responsibilities

• Design and implement portfolio management operating models: intake process, prioritization frameworks, investment decision gates, and governance structures for rapid innovation at scale.
• Navigate agency processes and environment to address barriers and translate industry best practices to the agency reality.
• Apply agile acquisition approaches aligned with AI portfolios—OTAs, rapid prototype, continuous improvement acquisition, and flexible funding.

AEITS, a GTSC company, is seeking a Project Integrator, Level 3.

Location: Annapolis Junction, MD

~~~ All work is on-site. This is not a hybrid or remote position.

Mission: Seeking a Project Integrator Level 3 with demonstrated experience in process improvement methodologies and standing up new portfolio-level processes and frameworks in fast-paced innovation environments.

Clearance: Active Top Secret SCI with appropriate polygraph.

Certifications: None required. Desired: Project Management Institute PMP certification, Certified Federal Contracts Manager (CFCM) certification, or DAWIA Level III.

Job Responsibilities

• Portfolio process innovation experience. Experience in designing and/or implementing portfolio management operating models - intake process, prioritization frameworks, investment decision gates, and governance structures that enable rapid innovation at scale. Demonstrated experience in process improvement methodologies and standing up new portfolio-level processes and frameworks in fast-paced innovation environments.
• Agency specific operational depth as a foundation. Depth navigating Agency acquisition, budgetary, and organizational dynamics. For our first candidate anchoring this team, we need someone with demonstrated fluency in this agencies' operating environment to know which institutional barriers to address and how to translate industry best practices in Agency reality. This PEO has an accelerated standup timeline, must already know agency processes and environment.
• Agile acquisition pathway experience. Fluency in emerging acquisition approaches aligned with AI innovation portfolios - Other Transaction Authorities, rapid prototype and continuous improvement acquisition pathways, and flexible funding models. Strong proficiency in agile execution frameworks (SAFe, PI Planning, Product Ownership), innovation-focused acquisition strategies over traditional program management. AI experience desired, but not required.

Education and Experience Requirements

• Twelve (12) years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management, and a Bachelor's Degree with a business or technical focus is required.
• In lieu of a degree, Project Management Institute PMP certification, Certified Federal Contracts Manager (CFCM) certification, or DAWIA Level III in any focus area, and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted.
• Familiarity with Plan-It is preferred.
• In lieu of certification, an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted.
• Intermediate proficiency with MS Excel is required to include demonstrated use of pivot tables, slicers, and pivot charts.
