HDR is providing Construction Management Support Services Consultant (CMSS) at the direction of the Los Angeles County Metropolitan Transportation Authority (LACMTA). The Scope of Services of the CMSS is to support the design reviews, construction management, and administration of the construction contract(s) associated with various capital improvements projects (Projects), and to ensure that the construction of these Projects is administered and completed in compliance with contract requirements and government regulations. One of the Key projects that HDR is supporting LACMTA is The LA Metro Vermont Transit Corridor Bus Rapid Transit (BRT) project, a 12.4-mile, side-running, zero-emission transit line running along Vermont Avenue from Sunset Boulevard to 120th Street, scheduled to open in 2028.

LACMTA expects that the CMSS staff will be part of a fully integrated construction project team with LACMTA in the support project office. CMSS staff shall have the specialized technical and administrative expertise to assist and support the services described herein and to perform the necessary project reporting requirements and control procedures established by the LACMTA. In the performance of the Scope of Services, CMSS staff shall adhere to and comply with all LACMTA current policies and procedures. CMSS staff, as part of a construction project team, shall respond to and receive functional direction from LACMTA staff on their day‑to‑day performance of the Scope of Services consistent with the organizational chart.

Project Field Engineer

Qualified on‑site support supervisory staff for management of the Rail and Bus Facilities, Highways, and Joint Development construction contracts. Project Field Engineers (PFE) shall be experienced in the type of construction required for rail, bus, highways, joint development and transit facilities. Under the direction of the CM or Resident Engineer, the PFE performs a wide variety of professional engineering work in either a field or office setting. The PFE is directly responsible for administration of construction contracts and reviews the work of LACMTA, State, and contractor forces in accordance with all governing specifications.

Project Field Engineering Staff will

• Understand all aspects of the Contract. Review contract budget, monitor costs and prepare reports as required
• Review, track, process and distribute submittals, Requests for Information (RFIs), Requests for Change (RFCs), design submittals, shop drawings, product data, and work plans, meeting minutes, and other major correspondence
• Review submittals, deliverables and other construction documents for completeness and accuracy, and for compliance with policies and procedures
• Coordinate the approval process for documents and contract changes; Manage and maintain the Document Control/Change Control process for all project documents; Maintain controlled distribution lists
• Receive record and compile review comments; Maintain an updated list of submittals, deliverables and other construction documents
• Report on progress of submittal, RFI, and design submittal reviews at progress meetings. Develop and maintain spreadsheets
• Oversee the updates and utilization of Primavera Contract Management Software
• Maintain a set of progress prints of all drawings and specifications that include but are not limited to scope and contract drawings, design progress drawings, Approved for Construction (AFC) drawings, shop drawings, contract specifications and AFC specifications
• Prepare work plans, drawings, technical reports, presentations, feasibility studies, economic analyses, safety guidelines, maintenance requirements, training requirements, specifications, estimates, and operational needs
• Analyze data, specifications, and drawings/blueprints
• Assist in coordinating services with outside agencies
• Assist in monitoring construction work for compliance with plans, specifications, schedule, budget, technical, safety, and legal requirements. Review new rules, regulations, and codes for project applicability. Interpret contract specifications, codes and safety orders
• Supervise subordinate staff
• Assist in preparing contract changes and project closeout documentation. Input data into Contract Management and MS Share point databases, and LACMTA Change Control PMIS System
• Provide support to the Construction Relations team as necessary including coordination or production of notices or other communications for public dissemination. Periodic participation in community meetings and events. Explore mitigation of construction impacts. Coordinate with contractor and other parties on project related issues and activities.
• Support LACMTA’s Third-Party Coordinator on administrating utility rearrangement and restoration work with project teams, as well as City, County, State, and Utility Agencies. Review and analyze quality trend reports. Assist in the negotiation and preparation of agreements with outside agencies and public/private utilities for all services and works necessary to support LACMTA’s construction and operation activities.
• Assist Contracts Administrator in the preparation of contract documents for preaward solicitations and post award administration, monitoring of contract compliance; the preparation of modifications/change orders; support legal or outside counsel for cost analysis, evaluation and resolution of claims; participating in documenting final inspection, final acceptance, and preparation of close out documents; preparation of reports and other correspondence; interfacing with contractors and agency personnel.

Preferred Qualifications

• A minimum of three years of experience working as Project Engineer on similar construction projects
• Bachelor’s degree in Engineering, Architecture, Construction Management, Business Administration or other related field
• EIT or Registration as a Professional Engineer is desirable
• Valid California Class C driver’s license
• Competent in using Microsoft Excel, Microsoft Word, Microsoft PowerPoint and SharePoint
• Transit experience is desirable
• Contractor experience (Project Manager, Superintendent, Engineer) desirable
• City of Los Angeles and/or CONAD experience highly desirable

Required Qualifications

• Bachelor's degree in Engineering, Construction Management or closely related field
• Engineer in Training (EIT) certificate
• Experience using MS Office (Word, Excel, Outlook)
• Must have excellent verbal and written communication skills
• Strong people skills, ability to interact with the design team
