Job summary

Qualifications

• Bachelor’s degree required with ten years in heavy civil construction, especially water/wastewater facilities.
• Advanced understanding of construction processes and regulatory requirements for water/wastewater infrastructure.
• Experience with Design‑Bid‑Build, CMAR, and Design‑Build delivery methods in the water sector.
• Ability to read and interpret civil, mechanical, electrical, and structural drawings and contract documents.

Responsibilities

• Develop and maintain strong client relations with municipal, utility, and public-sector clients.
• Provide leadership and strategic direction to project teams for water and wastewater facilities, pump stations, pipelines, and related infrastructure.
• Develop team members through training, mentoring, and coaching for continuous improvement in project execution and delivery.
• Collaborate with Business Development to identify and secure new water and wastewater opportunities.
• Review and negotiate contract documents to ensure understanding of scope, technical specs, regulatory requirements, and deliverables.
• Coordinate interests of Wharton-Smith, clients, and third-party stakeholders to ensure contractual obligations and client satisfaction.
• Promote collaboration and accountability across project teams and supervise project personnel for compliance and quality.
• Provide oversight of project financial performance including cost tracking, forecasting, and profitability analysis.
• Champion safety practices across all projects and ensure policy implementation by PMs and Superintendents.
