Air Liquide USA LLC in Houston, TX seeks a Project Engineering Manager to lead engineering and procurement for major investment projects ($60M-$150M).

You will work with project teams to define scope, budget, schedule, and risk, delivering engineering and procurement deliverables on time and within budget.

This role commands strong coordination across engineering centers, subcontractors, and operations to ensure compliance with standards and project requirements.

Mansioni

• Develop and manage Engineering/Procurement execution plan for Pre-FEED/FEED projects and oversee project execution with focus on Engineering and procurement.

• Review interfaces between technical disciplines and stakeholders; ensure smooth transfer to Operations.

During the execution phase the Project Engineering Manager works with the Project Manager/Director to prepare project execution strategy including but not limited to Scope, Budget, Schedule, Assumptions and Risks. Project Engineering Manager responsible for the successful delivery of complete Engineering and procurement deliverables on time, on budget and according to the specifications of the project. Prepare well defined scope of work for construction subcontracts (Civil, Mechanical and E&I) along with support from subcontracts team.

Job Responsibilities:

Safety / Quality Assurance / Risk Management/ IMS and general activities

• Achieve high safety performance by applying all safety rules within the project.
• Ensure that required safety action plans are defined and implemented.
• Ensure compliance with applicable Group Standards and applicable regulations throughout the project lifecycle.
• Prepare and conduct the capitalization review and share feedback within the organization.

Responsibilities:

• Develop Engineering/Procurement execution plan for the Pre-FEED/FEED and project. Manage the project execution with key focus on Engineering and procurement.
• Coordinating and controlling engineering activities with different E&C engineering centers, in charge of design, input to scope of work for subcontracting & fabrication and Installation of an entire project (or portion of project) up to the scheduled completion, in accordance with Air Liquide HSES corporate policies, contractual commitments (design data, codes, classes etc.), schedule and Engineering budget.
• Critically reviewing interfaces between technical disciplines and/or project stakeholders. Work with all project stakeholders (procurement, legal, BDs, Operations, vendors, customers, local administrations...) up to transfer to Operations.
• Ensure the compliance of the project to applicable Group standards, rules and systems and to the relevant external rules and regulation.
