Job summary

Royal is seeking a Project Engineer to lead Construction Engineering & Inspection (CE&I) services for transportation, roadway, bridge, drainage, and public infrastructure projects in Florida. You will oversee construction administration, contractor coordination, quality assurance, scheduling, and project delivery for complex public works assignments.

The role emphasizes field inspections, contract administration, and stakeholder coordination with FDOT standards compliance. A Florida P.E.

Qualifications

• Bachelor's degree in engineering required.

Responsibilities

• Lead CE&I activities for roadway, bridge, drainage, and utility construction projects.

• Review RFIs, submittals, change orders, pay applications and contract modifications.
• Monitor schedules, budgets and compliance with contract requirements.
• Perform field inspections and manage project records and daily reports.
• Oversee progress payments and sampling/testing of project materials.
• Lead QA/QC activities throughout project execution and ensure FDOT standards compliance.
• Support project closeout, final acceptance, and post-construction documentation.

Introduction

We are seeking a Project Engineer to lead Construction Engineering & Inspection (CE&I) services for transportation, roadway, bridge, drainage, and public infrastructure projects. The successful candidate will oversee construction administration, contractor coordination, quality assurance, schedule management, and project delivery for complex public works projects.

Experience working on municipal Roadway and Bridge infrastructure projects is preferred, with a strong background in construction oversight, quality control, contract administration, field inspections, and stakeholder coordination.

Management staff will support the selected candidate and facilitate resources needed to complete the Project Delivery process for our client. Training will familiarize the candidate with the tools needed to maintain daily work reports, conduct material testing, prepare pay estimates, and perform other tasks the client may require.

Job Tasks

• Manage CE&I activities for roadway, bridge, drainage, utility, and infrastructure construction projects.
• Serve as the owner's representative during construction and lead inspection and project staff.
• Coordinate with contractors, consultants, government agencies, utility providers, and stakeholders to ensure successful project execution.
• Review and process Requests for Information (RFIs), submittals, change orders, pay applications, and contract modifications.
• Monitor contractor performance, project schedules, budgets, and compliance with contract requirements.
• Perform and oversee field inspections of roadway, bridge, drainage, paving, structures, and utility construction activities.
• Conduct quantity verification, review documentation, prepare daily reports, and manage project records.
• Monitor progress and payments.
• Sampling and testing of Project Materials.
• Lead quality assurance and quality control efforts throughout project execution.
• Ensure compliance with FDOT standards, specifications, safety regulations, and project requirements.
• Support project closeout, final acceptance, and post-construction documentation activities.

Job Requirements

• Professional Engineer (P.E.) license in Florida or ability to obtain licensure by endorsement.
• Bachelor’s degree in engineering.Experience managing FDOT, municipal, private, or public-sector transportation projects.
• Valid Driver's License
• Understanding of roadway, bridge, drainage, asphalt paving, concrete paving, traffic control, and utility construction.
• Demonstrated experience with contract administration, change orders, estimates, pay quantities, and construction documentation.
• Excellent communication, leadership, and stakeholder management skills.

Preferred Qualifications

• 2 years of experience in engineering, project management, construction management, CE&I, or public infrastructure projects.
• Prior FDOT Project Engineer or District-level construction oversight experience.
• Experience with FDOT construction platforms—SiteManager, AASHTOWare Project, and MAC
• Experience with bridge construction, reinforced concrete structures, box culverts, MSE walls, pile foundations, and interchange projects.
