Job description

Job Summary

Project Engineer – Washington (Onsite at Joint Base Lewis-McChord, JBLM) providing technical, administrative, and field-level support to Construction and Project Management teams.

Key Responsibilities
  • Prepare and maintain daily project reporting including timekeeping, environmental and permit compliance documentation, and construction logs.
  • Create, organize, and maintain project records such as inspection reports, job diaries, photographs, video logs, and subcontractor documentation.
  • Assist with submittal preparation, tracking, and log management (RFIs, shop drawings, material submittals, approvals).
  • Support RFI development, tracking, and response coordination between field teams, design teams, and owners.
  • Provide field inspections and work activity logging to support quality control and progress verification.
  • Oversee field craft personnel to ensure accurate, safe work in accordance with project schedule and specifications.
  • Assist Construction Manager, Project Manager, Quality Control staff, and Superintendent with job-related administrative, technical, and coordination tasks.
  • Prepare professional correspondence, reports, and project documentation.
  • Assist with updates to project schedules and progress tracking.
  • Maintain effective communication among internal team members, subcontractors, vendors, and stakeholders.
  • Participate in project meetings (subcontractor coordination, safety, owner meetings).
  • Conduct project searches on government internet platforms for business development and opportunity tracking.
  • Draft documents for Sources Sought and support vendor/subcontractor pre‑qualification packages.
  • Track, coordinate, and administer subcontracts and purchase orders under project management direction.
  • Support closeout documentation including as‑builts, O&M manuals, warranties, and turnover packages.
  • Ensure proper filing of contracts, subcontracts, and purchase orders in official project records.
  • Assist with schedule impact analysis for delays, material lead times, and subcontractor performance.
  • Review subcontractor and vendor invoices for proper coding and verification against contract values.
  • Perform expediting activities to support timely material delivery and subcontractor performance.
  • Support safety documentation (daily JHAs, toolbox talks, incident documentation).
  • Support and participate in quality control specialist duties, including documentation, inspections, and corrective action tracking.
  • Ensure compliance with federal contract requirements, documentation standards, site access requirements, and military installation protocols.
  • Remain alert and work safely at all times; perform other duties as directed.
Supervisory Functions

May direct the work of craft and other project workers as needed.

  • Problem‑solving, decision‑making, and sound judgment.
  • Stress management, planning, prioritizing, and organizing duties to meet deadlines.
  • Multi‑tasking in fast‑paced project environments.
  • Strong attention to detail, concentration, and accuracy.
  • Analysis and resolution of complex issues.
  • Facilitation of group meetings and project coordination discussions.
  • Flexible scheduling based on project demands.
  • Reading and interpreting safety rules, operating/maintenance instructions, procedure manuals, and contract documents.
  • Writing routine reports and professional correspondence.
  • Public speaking to customers, subcontractors, and employees.
  • Basic mathematics (addition, subtraction, multiplication, division, rates, ratios, percentages, bar graph interpretation, cost reports).
  • Interpretation and communication of project plans, drawings, specifications, and schedules.
  • Safe operation of a motor vehicle.
Minimum Qualifications
  • High School Diploma or GED equivalent.
  • Ten (10) years’ experience in Engineering or Construction Management, including similar scopes of work.
  • Five (5) years’ experience overseeing and managing quality programs with mechanical, electrical, structural, and architectural features.
  • Valid state driver’s license and qualification to operate a vehicle under company driving policy.
  • Successful completion of drug, driving, and background screenings.
Preferred Qualifications
  • Bachelor’s degree in Engineering (Civil, Mechanical, Electrical) or related field.
  • USACE CQM certification.
  • OSHA 30 certification.
