Qualifications

  • Master's degree in a related field is desired.

Responsibilities

  • Lead engineering staff and oversee capital budgeting and delivery.
  • Manage capital projects and ensure on-schedule, on-budget delivery.
  • Coordinate with internal departments and regulatory agencies.
  • Develop long-range engineering and asset management plans for Hawai'i operations.

SUMMARY:

The Engineering Manager, Hawai'i, is responsible for the leadership, planning, and execution of all engineering functions for Hawai'i Water Service. This includes capital planning, budgeting, capital delivery, water resource planning, technical review, system extensions, GIS and asset management, electrical and mechanical maintenance, SCADA, contract administration, and regulatory agency interface. The Engineering Manager also participates in a number of special projects, including due diligence for acquisitions, rate case support, and various corporate goals. The position is based in Waikoloa, HI, and reports to the Vice President, Engineering.

ESSENTIAL FUNCTIONS:
  • Manages staff, including prioritizing and assigning work, conducting performance reviews, overseeing training and development, and making hiring, disciplinary, and termination recommendations
  • Responsible for capital budget preparation, including cost estimates and justifications, and budget summaries for rate case submission
  • Oversees capital projects to ensure completion on schedule and on budget and drives recovery strategies to ensure capital project completion goals
  • Leads successful delivery of $20M+ capital investments annually with the support of staff, consultants, and coordination with operations and other stakeholders
  • Continually assesses team workload versus capacity to ensure service levels are being met and timely project completion is achieved, and recommends alternative approaches as needed to achieve goals
  • Supervises team responsible to develop plans, permits, schedules and budgets to deliver construction ready projects to each operating district
  • Collaborates with corporate Engineering, Water Quality, Environmental, Rates, Business Development and other internal departments to deliver on functional objectives
  • Reviews/approves all technical documents produced to include plans, specifications, correspondence, requests for proposals (RFP), justifications, estimates, and bids received
  • Provides technical expertise and assistance to reporting engineering staff, consultants and operations personnel
  • Participates in special projects including due diligence for acquisitions and various corporate goals
  • Communicates and engages with the Hawai'i Department of Health (HDOH) water quality, environmental and wastewater regulatory staff, in concert with Hawai'i Operations, Water Quality and Environmental Affairs departments
  • Supervises Electrical Mechanical Technicians and the SCADA Technician including directing and prioritizing maintenance tasks and project work, with technical support and program direction provided by other subject matter experts
  • Exercises a high level of technical expertise in preparing written and oral reports for management, boards, agencies, civic organizations, councils and commissions
  • Assists in the development of long-range vision, mission, and strategic planning processes for Hawai'i
  • Participates in meetings and public presentations in support of projects, rate cases, etc.
  • Attends meetings and training as directed by Company
  • Performs work onsite in assigned office location
  • Perform other similar duties as assigned
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in Civil Engineering, Environmental Engineering, or related engineering field
  • Seven years of increasingly responsible experience in an engineering management or engineering project management role
  • Hawai'i Professional Engineering (PE) license, or PE license in another state within six-months of selection and Hawai'i PE within two-years of selection
  • Master's Degree in related field desired
  • Valid Driver License as required per state
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of supervisory principles, practices, and techniques
  • Knowledge of water system engineering, operations, and maintenance
  • Knowledge and experience in construction management
  • Knowledge and understanding of the PUC rate case process and financial principles
  • Excellent written and verbal communication skills
  • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
  • Ability to make technical decisions and strive for consensus with operations staff
  • Demonstrated knowledge of project management, including project bidding, budget, and contract negotiations processes
  • Ability to communicate effectively, both verbally and in writing, with agencies, including State Agencies, City/County Councils, City Managers and staff, contractors, consultants, customers, employees, and vendors
  • Ability to write clear and concise general and technical reports and perform engineering computations
  • Demonstrated trouble shooting and problem‑solving skills

  • Demonstrated commitment to providing outstanding customer service
  • Demonstrated time management and organizational skills
