Job description

Job Summary

Responsible for developing solutions to engineering problems that require ingenuity and creativity. Analyzes project scope and determines engineering requirements, develops economic and feasibility studies, and performs engineering designs following applicable specifications and procedures. Supports the Above Ground Storage Tank Inspection Program (ASTIP) and the Integrity Management (IM) program as required. Provides technical assistance to operational personnel. Participates in and helps direct and coordinate team or task force efforts toward solving project development and design problems.

Minimum Qualifications

• College Degree (BS in Engineering) plus 4 years of job-related experience.
• Good written and oral communication skills.
• Experience with Microsoft Word, Excel, PowerPoint, and Project Scheduling.
• Design experience (e.g., hydraulic, pipe stress, pump design).
• Intermediate familiarity with industry standards and specifications related to project work (design, construction, and operation); understanding and application of 49 CFR 195 and 192 preferred.
• API 653 Certification preferred.
• Experience with SAP preferred.

Job Duties

• Provide project management oversight for assigned projects, with responsibility for quality, cost, and schedule, handling projects up to $5 million total installed cost. Develop and maintain fluency in SAP modules relevant to project management. Assist customers with project and SAP-related questions. Develop and support AFE quality estimates and bid packages. Analyze bids and recommend awards. Support the development of Terminal and Pipelines capital budget. Review engineering drawings to ensure alignment with CITGO standards.
• Provide creative engineered designs in compliance with all applicable codes and regulations. Review calculations and designs, ensuring they can be stamped by registered professional engineers.
• Support operations through diagnostics and resolution of technical problems, working remotely with personnel across various engineering disciplines.
• Assist with technical programs such as ASTIP, coatings, and cathodic protection. Help develop and review engineering standards and construction specifications. Support facility budget development and the Integrity Management program, evaluating pipeline integrity and compliance.
