Project Engineer – Utility-Scale Renewable Energy Contract Position | Agency Contractor Position Overview We are seeking an experienced Project Engineer to support the delivery of utility-scale renewable energy projects. This contract role will work closely with the Project Manager, engineering teams, contractors, vendors, and other project stakeholders to coordinate technical activities and keep engineering workstreams moving forward. The Project Engineer will help manage engineering deliverables, design reviews, technical interfaces, procurement support, construction-related issues, and project documentation. This is a hands-on position suited for an engineer who can effectively coordinate multiple disciplines, identify technical gaps, and drive action items through completion.
Location: Downtown Houston Schedule: Hybrid - 3 days in office / 2 days remote Travel: Occasional travel to project sites may be required.
Key Responsibilities
- Support the development and upkeep of design criteria, technical specifications, engineering requirements, and project deliverable schedules.
- Coordinate engineering activities between EPC contractors, equipment manufacturers, consultants, engineers of record, Owner's Engineers, internal technical teams, and project management.
- Monitor engineering submittals, design reviews, RFIs, technical comments, action items, deviations, and outstanding issues through resolution.
- Review engineering documentation across disciplines such as civil, structural, electrical, SCADA, interconnection, and commissioning, as applicable to the project.
- Identify technical risks, design inconsistencies, interface issues, and schedule concerns and communicate them to project leadership.
- Assist with preparation of technical RFP materials, bid packages, vendor requirements, bidder questions, technical evaluations, and recommendations.
- Participate in technical discussions and contract negotiations involving EPC firms, equipment suppliers, and other project partners.
- Coordinate engineering inputs related to surveying, geotechnical studies, GIS, environmental requirements, permitting, utilities, and grid interconnection.
- Assist with constructability reviews and resolution of field engineering issues during construction.
- Provide engineering support throughout procurement, construction, startup, commissioning, testing, and project turnover.
- Assist with evaluating technical aspects of project changes and documenting potential impacts to scope, cost, schedule, and performance.
- Maintain accurate project records, technical correspondence, meeting documentation, submittal logs, as-built information, warranties, and turnover materials.
- Contribute to lessons learned and improvements to engineering processes, templates, and project execution procedures.
Required Qualifications
- Legally authorized to work in the United States without employer sponsorship.
- Bachelor's degree in Electrical, Civil, Mechanical Engineering, or a related engineering field.
- 10+ years of relevant engineering experience supporting energy, power, infrastructure, industrial, or other major capital projects.
- Demonstrated experience coordinating multidisciplinary engineering activities and working with contractors, consultants, vendors, and internal stakeholders.
- Familiarity with engineering design reviews, technical specifications, vendor submittals, RFIs, change management, construction support, and project closeout.
- Knowledge of applicable engineering codes, standards, and industry practices.
- Strong organizational and problem-solving skills with the ability to track multiple workstreams and drive outstanding items to completion.
- Excellent verbal and written communication skills.
- Proficiency with Microsoft Office and standard engineering, project management, document-control, or collaboration software.
Preferred Qualifications
- Experience with utility-scale solar, wind, battery energy storage, substations, transmission, or electrical interconnection projects.
- Background supporting EPC procurement, technical bid evaluations, equipment supply agreements, or contractor negotiations.
- Experience with commissioning, performance testing, startup, and project turnover.
- Familiarity with engineering and power-system software such as PVSyst, ETAP, SKM, PSCAD, PSS/E, AutoCAD, or comparable platforms.
- Experience using Primavera P6, Microsoft Project, Power BI, Procore, SAP, Oracle, or similar project systems.
- Professional Engineer (P.E.) license or progress toward licensure is a plus.
What Success Looks Like
The successful candidate will bring structure and visibility to engineering activities while helping the project team resolve technical issues efficiently. Success will include maintaining accurate deliverable tracking, coordinating timely reviews, following up on open technical items, escalating risks appropriately, and keeping project documentation organized. This position is intended to provide engineering coordination and project support and does not carry independent Engineer of Record responsibilities or authority to approve final designs, contractual commitments, commercial agreements, or significant project changes unless specifically authorized.
