Job summary

We seek a Project Engineer-Cost to develop estimates, spend curves, and schedules for potential projects within E&C Services, reporting to the Sr Manager – Project Controls.

The role requires 4–6 years in cost engineering, a relevant bachelor’s degree, and the ability to collaborate with cross-functional teams in a fast-paced environment.

Qualifications

  • 4–6 years of cost engineering in the Oil & Gas industry.
  • Bachelor’s degree or equivalent work experience; Engineering/Construction/Finance degree preferred.
  • Able to communicate with team members within E&C Services.
  • Detail oriented with strong organizational skills.
  • Knowledge of cost/risk engineering standards for ground-up or linear projects.

Responsibilities

  • Develop bottom-up and top-down cost models for active bids.
  • Review RFPs to identify financial risks and compliance rules.
  • Collaborate on “Price-to-Win” analyses to optimize bids.
  • Gather quotes from vendors and subs to build estimates.
  • Conduct quantitative risk assessments and contingency buffers.
  • Prepare financial tables, pricing schedules, and cash flow projections.

Summary

Working within E&C Services, the Project Engineer-Cost will report to the Sr Manager – Project Controls. The Engineer, Cost will work closely with the Business Development Group and will be responsible for producing estimates, spend curves and schedules for potential projects.

Essential Duties And Responsibilities
  • Proposal Cost Estimation: Develop accurate, bottom-up and top-down cost models for active commercial bids.
  • RFP Financial Analysis: Review incoming client RFPs to identify financial risks, commercial compliance rules, and hidden cost drivers.
  • Competitive Pricing Strategy: Collaborate with business development executives to perform "Price-to-Win" analyses and optimize bids.
  • Vendor & Subcontractor Evaluation: Gather and analyze third-party quotes to build reliable baseline estimates for the final commercial proposal.
  • Risk & Contingency Modeling: Conduct quantitative risk assessments to calculate appropriate financial contingency buffers for bid submissions.
  • Commercial Tender Documentation: Prepare clean, compliant financial tables, pricing schedules, and cash flow projections for submission to business development team.

Requirements

To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • 4 - 6 years of relevant work experience directly related to cost engineering in the Oil & Gas Industry
  • Bachelor’s degree or equivalent work experience. Engineering / Construction Technology / Finance degree preferred.
  • Must be able to effectively support and communicate with various team members and within E&C Services
  • Detail oriented with good organizational skills
  • Knowledge and application of all cost / risk engineering standards and practices involving ground-up (facility) and/or linear (pipeline) projects
  • Must be able to interface effectively with all levels of internal and external personnel
  • Ability to work in a fast-paced environment with multiple concurrent assignments
  • Additional work outside of normal business hours may be required
  • Travel could be up to 20%, as required; role to be based out of Houston, Texas
  • Proficient understanding of the full life cycle of ground-up and linear based projects from project initiation to closure
  • Advanced knowledge and proficiency utilizing Portfolio Project Management and Cost / Risk Engineering Software(s), SAP and Excel.
  • Advanced knowledge and proficiency utilizing Cost / Risk Engineering add-ons to evaluate forecast integrity, risk, and program management.
Preferred Qualifications
  • Further certifications through the AACE and/or PMI are preferred, but not required

  • Normal office working conditions and field work
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Occasional overnight travel may be required.
  • Visits to industrial field settings requiring PPE, exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery
