Job summary

FedWriters, Inc. is seeking a Project Director to lead a multi-year researcher engagement program for the Library of Congress at a hybrid site in Washington, DC.

You will oversee survey design, data collection, and stakeholder engagement to deliver actionable insights shaping how researchers and the public interact with the Library of Congress. The role requires coordinating with COR and executive leadership, presenting findings, and managing a cross-functional team across onsite and remote work

Qualifications

  • 3+ years in survey activity for libraries or cultural institutions.
  • Experience overseeing evaluation design, data collection, analysis, and reporting.
  • Ability to manage a team and oversee program requirements.

Responsibilities

  • Serve as accountable for a multi-year researcher engagement program.
  • Lead design/implementation of qualitative and quantitative research methodologies (onsite and online).
  • Oversee policy development and risk management for research services delivery.
  • Oversee statistical analysis and reporting, translating findings for leadership.
  • Manage COR relationships and program stakeholders; conduct status meetings.
  • Lead delivery of reports and executive-level presentations.
  • Coordinate planning, scheduling, and quality control across research workstreams.
  • Supervise and direct the project team including the Alternate Project Director.

Overview

Join our team as a Project Director and support the Library of Congress by leading a multi-year program of researcher experience assessment and engagement. You will oversee survey design, data collection, and stakeholder analysis across the Library's Capitol Hill campus, ensure the program delivers actionable insights that shape how millions of researchers and the public interact with the nation's largest library.

**Position is contingent upon contract award** Work Schedule and Location: Hybrid: This full-time hybrid position will work Monday through Friday, 9am to 5pm with regular onsite presence at the Library of Congress's Capitol Hill campus in Washington, DC for meetings, presentations, and training sessions.
Responsibilities
  • Serve as the single point of accountability for a multi-year researcher engagement and assessment program at a major federal research institution
  • Lead the design and implementation of qualitative and quantitative research methodologies to evaluate researcher behaviors, perceptions, and experience — both onsite and online
  • Direct process development, policy/procedure analysis, and risk management activities related to research services delivery
  • Oversee statistical analysis and reporting, translating findings into clear recommendations for institutional leadership
  • Manage relationships with the client's Contracting Officer's Representative (COR) and program stakeholders, including regular status meetings and documentation of key decisions
  • Lead delivery of written reports (preliminary findings, final report, implementation plan) and executive-level presentations
  • Coordinate project planning, scheduling, and quality control across all research workstreams
  • Supervise and direct a project team, including managing an Alternate Project Director and supporting staff
Qualifications

Required:

  • Minimum of three (3) years of demonstrated experience developing and leading survey activity in support of research libraries or cultural institutions
  • Demonstrated experience participating in overseeing evaluation design, data collection, statistical analysis, and reporting
  • Ability to manage a team and oversee program requirements and staff

Desired:

  • Advanced degree (e.g., MLIS, MPA, or related field) in library science, research methods, public administration, or a related discipline
  • Prior experience conducting researcher/patron experience assessment specifically within a library, archive, or museum setting
  • Experience presenting findings and recommendations to executive-level government leadership
  • Familiarity with federal quality/deliverable standards and COR-based contract oversight
