Job summary

TeleSolv Consulting, LLC is seeking a Project Director in Washington, DC to lead the Researcher Engagement Consulting Services program. You will direct staffing, QA, research activities, schedules and transition planning for task orders under an IDIQ contract.

You will oversee qualitative and quantitative studies assessing researcher behavior, engagement and satisfaction across government campuses and online channels.

Qualifications

  • Advanced degree in survey research, library, public policy or related field.
  • Experience supporting Government library, archival or cultural-institution clients.
  • Familiar with Government IDIQ and task order contract structures.
  • Experience presenting research findings to executive stakeholders in writing and oral formats.
  • Knowledge of Government travel regulations for on-site research activities.
  • Proficiency in qualitative and quantitative research methods.
  • Experience in survey development and leading survey programs.
  • Ability to design evaluations and plan research.
  • Experience managing risks, schedules and milestones.
  • Strong project and task order management skills.

  • Direct process development, requirements analysis, business case and cost-benefit analysis, risk analysis, and schedule analysis.
  • Oversee project planning, work scheduling and reporting for researcher-focused studies.
  • Lead requirements-gathering for potential service enhancements.
  • Conduct regular status meetings with Government business owners and COR.
  • Document significant discussion points, decisions and action items.
  • Review and approve deliverables for accuracy, clarity and timeliness.
  • Manage transition planning for researcher-focused initiatives based on findings.
  • Coordinate proposed key-personnel substitutions with the Government’s Contracting Officer.

Description

The Project Director leads the overall Researcher Engagement Consulting Services program and directs the execution of individual task orders. The position oversees staffing, quality control, research activities, schedules, deliverables and transition planning while ensuring that all work meets contractual requirements. The Project Director also guides qualitative and quantitative studies designed to assess researcher behavior, engagement and satisfaction across a Government campus and online service channels.


Key Responsibilities
  • Assume overall responsibility for all work performed under the IDIQ contract, including staffing, quality control and timely delivery of task order requirements.
  • Design and implement qualitative and quantitative methodologies to assess researcher behavior, engagement and satisfaction.
  • Direct process development, requirements analysis, business case and cost-benefit analysis, risk analysis, and schedule and milestone analysis.
  • Oversee project planning, work scheduling and reporting for researcher-focused studies.
  • Lead requirements-gathering activities associated with potential service enhancements.
  • Conduct regular status meetings with Government business owners and the Contracting Officer’s Representative.
  • Document significant discussion points, decisions and action items arising from meetings.
  • Review and approve deliverables before submission, confirming accuracy, clarity, consistency with requirements, editability, appropriate formatting and timeliness.
  • Manage transition planning for researcher-focused initiatives based on study findings and recommendations.
  • Coordinate proposed key-personnel diversions or substitutions with the Government’s Contracting Officer in accordance with applicable contract requirements.
  • Serve as the primary liaison to the Contracting Officer’s Representative concerning contractual issues, technical direction and work-stream status.

Skills, Knowledge & Expertise
  • Previous experience supporting Government library, archival or cultural-institution clients.
  • An advanced degree in survey research, library or information science, public policy, social science, or a related field.
  • Familiarity with Government IDIQ and task order contract structures.
  • Familiarity with best-value trade-off evaluation processes.
  • Experience presenting research findings to executive-level stakeholders in written and oral formats.
  • Working knowledge of Government travel regulations applicable to scheduling and budgeting on-site research activities.
