Job description

Project Director (Infrastructure) - USA, South East Coast - 12 Months Initial Contract

We are looking for a Project Director who will be accountable for leading all site infrastructure, utilities, and enabling works required to support the expansion of a new drug substance manufacturing campus.

This will involve the planning, design, and execution of critical infrastructure systems - including utilities, site civil works, energy systems, automation layers, transportation, and environmental compliance - to ensure the site is fully prepared for construction, commissioning, and long‑term operations.

The role requires deep experience in capital projects, infrastructure delivery, and GMP‑adjacent facility environments, with responsibility for ensuring that all infrastructure components are delivered on time, on budget, safe, compliant, and aligned with the overall program strategy from conception to handover.

What you'll do:
  • Lead the end‑to‑end infrastructure program for the drug substance site expansion, including utilities, site development, and enabling works.
  • Define infrastructure strategy covering power, water, clean utilities, HVAC, waste systems, automation backbone, roads/transport, and site logistics.
  • Ensure all infrastructure designs meet regulatory, environmental, and sustainability requirements.
  • Work closely with the Program Director and facility design leads to ensure infrastructure delivery aligns with process and facility timelines.
  • Coordinate effectively with engineering, quality, EHS, operations, supply chain, and external consultants.
  • Act as the primary escalation point for infrastructure‑related risks, decisions, and technical challenges.
  • Direct EPC/EPCM partners responsible for infrastructure design and construction.
  • Manage procurement strategy for utility systems, site services, civil contracts, and enabling works packages.
  • Ensure vendor performance, contract adherence, and alignment with quality and safety expectations.
  • Provide leadership in the following infrastructure domains: Civil & site development (earthworks, drainage, roads, platforms, grading), grey utilities (power, steam, chilled water, wastewater, compressed air), Clean utilities (WFI, clean steam, process gases), Environmental systems (emissions, waste treatment, stormwater management), Automation & IT backbone (sitewide networks, security, data integration).
  • Review design deliverables for technical integrity and compliance with GMP‑adjacent requirements.
  • Ensure full integration of energy efficiency, sustainability, and long‑term scalability.
  • Own the infrastructure project budget and ensure robust cost controls.
What you'll need:
  • Extensive experience leading large-scale infrastructure or utilities projects, preferably in pharma/biotech or other regulated industries.
  • Proven track record delivering major capital programs $500M–$2B+ with significant infrastructure scope.
  • Strong experience working with EPC/EPCM partners and multi-disciplinary engineering teams.
  • Deep knowledge of utilities, site development, environmental systems, and industrial infrastructure.
  • Experience with pharmaceutical/biologics drug substance facility expansions or greenfield/large brownfield programs.
  • Proven cradle to grave major CAPEX project experience (Design through to Handover)
  • Proven CLIENT-side experience on large scale CAPEX projects
