PADCOM Design and Construction Management is seeking an experienced Project Development Manager to support the Los Angeles Unified School District (LAUSD) Facilities Services Division – Asset Management.

Qualifications

Job description

PADCOM is seeking an experienced Project Development Manager to support the Los Angeles Unified School District (LAUSD) Facilities Services Division – Asset Management. This leadership position is responsible for overseeing the planning and execution of pre-construction activities for new schools and modernization projects while managing scope, budget, schedule, consultant coordination, and project delivery from planning through construction.

Position Summary

The Project Development Manager serves as the district's lead representative during the planning and pre-construction phases of multiple capital improvement projects. This position manages multidisciplinary teams, coordinates with architects, engineers, utility companies, regulatory agencies, and District stakeholders, and provides leadership in project planning, budgeting, scheduling, procurement, design coordination, and contract administration.

The successful candidate will help ensure projects are delivered efficiently while meeting District objectives, regulatory requirements, budget constraints, and educational facility standards.

Key Responsibilities

Capital Project Planning

  • Lead pre-construction planning for new school construction and modernization projects.
  • Manage multiple capital improvement projects simultaneously from project initiation through transition to construction.
  • Develop and oversee project scope, budget, schedules, and overall project success.
  • Resolve complex planning, design, and construction-related issues.
  • Supervise and mentor Assistant Facility Development Managers (AFDMs), Design Managers, and design consultants.
  • Monitor consultant performance and project progress.
  • Review project schedules, milestones, and deliverables throughout all project phases.
  • Prepare executive-level reports on project budgets, schedules, risks, and issues.

Contract & Fiscal Management

  • Support preparation of architectural/engineering contracts, bid packages, and procurement strategies.
  • Review consultant scopes of work, fee proposals, and applications for payment.
  • Oversee project financial management and cost control.

Agency & Stakeholder Coordination

  • Coordinate with City, County, utility providers, regulatory agencies, and District departments.
  • Collaborate with Environmental Health & Safety, Design Services, Project Execution, Maintenance & Operations, Inspection Units, and Educational Service Centers.
  • Support community engagement activities and stakeholder communications.

Process Improvement

  • Develop internal policies and procedures.
  • Promote quality management and continuous improvement.
  • Support dispute resolution and risk management.
  • Ensure compliance with District standards and public agency requirements.
Minimum Qualifications
  • Bachelor's degree in architecture, Engineering, or Construction Management.
  • Minimum 10 years of experience managing the planning, design, construction, and coordination of capital improvement projects.
