Job summary

STV is seeking a senior PD&E/NEPA leader to drive transportation project lifecycles across Florida. You will lead the PD&E and planning efforts, mentor staff, and grow STV's PD&E practice with a focus on quality and client value.

You will interface with FDOT and other transportation agencies at all levels, oversee environmental documents, and lead cross-disciplinary teams to deliver complex projects on time and within budget.

Qualifications

  • Bachelor's degree in Civil Engineering or Planning; Master’s preferred.
  • 10+ years in PD&E and NEPA with leadership on complex transportation programs.
  • Florida PE license or AICP certification.
  • Direct experience delivering planning and PD&E studies with analyses and environmental documentation.
  • FDOT experience across districts and agency processes.
  • Proven seller-doer with business development and client management.
  • Experience leading multi-disciplinary teams on complex projects.
  • Strong reputation and market presence in Florida transportation.
  • Excellent written and verbal communication; client presentations.
  • Proven project and financial management capabilities.

Responsibilities

  • Drive the transportation project lifecycle across Florida.
  • Lead PD&E and planning projects with staff development and mentoring.

Job description


  • Drive the transportation project lifecycle across Florida

  • Build and grow STV's PD&E practice across Florida, including staff development, mentoring, and succession planning

  • Lead client development, positioning, and pursuit strategy for PD&E and planning opportunities

  • Serve as a senior client interface with FDOT and other transportation agencies at federal, state, and local levels

  • Lead preparation and oversight of PD&E documents, including Preliminary Engineering Reports, alternatives analyses, feasibility studies, Type 1 & 2 CEs, EAs, and EISs

  • Manage and direct multidisciplinary technical teams delivering PD&E and planning projects

  • Establish and negotiate project scopes, budgets, staffing plans, schedules, and delivery strategies

  • Partner with directors and practice leaders to ensure consistent technical standards and high-quality execution

  • Drive collaboration across planning, engineering, environmental, and traffic disciplines

  • Strengthen client relationships and convert them into new work

  • Support public involvement efforts, executive-level briefings, and stakeholder presentations

  • Represent STV through industry participation, thought leadership, and market visibility


Requirements


  • Bachelor's degree in Civil Engineering or Planning (Master's degree preferred)

  • Minimum of 10 years of PD&E and NEPA experience, with demonstrated leadership on complex transportation programs

  • Florida Professional Engineer (PE) license or AICP certification

  • Direct experience delivering transportation planning and PD&E studies, including alternatives analyses, feasibility studies, and environmental documentation

  • FDOT experience required, with strong familiarity across districts and agency processes

  • Proven track record as a seller-doer, including business development, client management, and winning work

  • Experience leading and managing multi-disciplinary teams on technically complex projects

  • Strong professional reputation and market presence within Florida's transportation community

  • Excellent written and verbal communication skills, including client presentations and executive-level discussions

  • Proven project management and financial management capabilities


Demonstrates extensive experience in Project Development and Environment (PD&E) and National Environmental Policy Act (NEPA) processes, with a strong focus on transportation planning and client management. Proven ability to lead multidisciplinary teams and manage complex projects while maintaining high-quality execution and client relationships.
