Job summary

Liberty Personnel Services, Inc. is seeking a Project Development Engineer to translate client requirements into clear engineering deliverables and support cost estimating and proposals.

The role focuses on developing the technical basis, design criteria, and early project scopes for EPC and related efforts. You will prepare material specs, data sheets, and procurement packages while coordinating withEstimating, Procurement, PM, and discipline teams to identify risks and gaps.

Qualifications

• Bachelor’s degree in Engineering.
• Three or more years of relevant engineering experience.
• Ability to develop conceptual engineering solutions and technical documentation.
• Strong analytical, organizational, and communication skills.

Responsibilities

• Develop technical basis documents, design criteria, assumptions, exclusions, and scope boundaries.
• Prepare bills of material, equipment specifications, data sheets, and procurement inquiry packages.
• Develop conceptual plans, one-lines, layouts, and other early engineering deliverables.
• Provide quantity, labor, schedule, and risk inputs supporting project estimates.
• Apply approved standards, product baselines, templates, and governance requirements.
• Coordinate technical inputs with Estimating, Procurement, Project Management, and discipline teams.
• Identify missing information, technical risks, and potential scope gaps.
• Document feedback and lessons learned for future projects.

Role Summary

The Project Development Engineer develops the technical and design basis used to define project scope, support cost estimating, and prepare proposals. The role converts client requirements and available information into clear, coordinated, and estimate-ready engineering deliverables.
