Job summary

Hamilton County is seeking an Engineering professional to design, bid, and manage county construction projects with focus on civil engineering. The role includes plan review, permitting, and project management across recreational facilities, industrial parks, intersections and related designs.

Essential duties include preparing layouts, reviewing plans, hydrology studies, cost estimation, and ensuring compliance with county policies.

Qualifications

  • Bachelor’s degree in Civil Engineering required; FE/EI preferred but not required.
  • Equivalent: high school diploma plus 10 years direct engineering experience acceptable.
  • Valid driver’s license required.

Responsibilities

  • Prepares or reviews preliminary layouts and designs, construction plans and specs for County projects; performs hydrology studies and cost estimates.
  • Reviews subdivision plans, stormwater, erosion and sediment plans and calculations; reviews traffic studies and impacts.
  • Acts as technical information source; guides technicians and communicates with agencies on design and construction issues.
  • Performs other related duties as assigned.

Job description

Under general supervision, performs engineering duties in the Engineering Field including design, bidding, construction administration, permitting, plan review, and project management. Design will mainly be in the Civil Engineering field, however; project management will be on a variety of projects. Work may include recreational facilities, industrial parks, intersections, and other miscellaneous designs.

ESSENTIAL FUNCTIONS

Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Prepares or reviews preliminary layouts and designs, construction plans and specifications, contract documents, hydrology studies and cost estimates for County construction projects; and engineering calculations; conducts inspections of construction projects.

Reviews and approves subdivision plans and plats, including review of stormwater, erosion and sediment plans and calculations. Reviews traffic studies and impacts.

Serves as a technical information source for engineering technicians and staff; researches technical issues; may provide guidance to technicians and contractors; provides information between the engineering, County departments, and external agencies and/or parties to clarify and reconcile engineering issues relating to County design and construction projects.

Performs other related duties as assigned.

Knowledge of Tennessee Code Annotated (TCA) and related administrative guidelines, federal regulations relating to area of responsibility.

Knowledge of Federal and State regulations, guidelines and procedures and County policies and procedures.

Knowledge of Tennessee Drainage Law.

Knowledge of FEMA and Floodplain Management Requirements.

Knowledge of technical and professional standards, and professional engineering practices, and engineering inspection methods.

Skill in reading, interpreting, understanding and applying Tennessee Code Annotated, related policies and procedures, applicable Federal rules and regulations, Hamilton County Regulations, Policies and Procedures.

Skill in planning and developing project documentation, cost estimates, technical specifications and ensuring compliance with rules and regulations.

Skill in communicating effectively orally and in writing and establishing and maintaining cooperative working relationships with the public, department staff, other County departments and contractors.

Skill effectively communicating in both oral and written form.

Bachelor’s Degree required in Civil Engineering or directly related discipline from an accredited institution. Proof of degree/transcripts, certificate, or registration will be required at the time of hire. A valid driver’s license is required.

OR

The equivalent of a high school diploma and ten (10) years of direct work experience in Engineering Design, Construction Management, and AutoCAD/Civil 3D. A valid driver’s license is required.

ADDITIONAL REQUIREMENTS

Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.

Must be proficient in reading engineering design plans and specifications.

Must have computer experience working in Autocad/Civil 3D, Word, and Excel programs.

Testing will be administered to demonstrate and confirm skill level.

PREFERRED QUALIFICATIONS

One to two years of full-time professional level experience is preferred but a recent graduate will be considered.

Knowledge of Revit is preferred.

Fundamentals of Engineering (FE) or Engineer Intern (EI) certificate preferred.

PHYSICAL REQUIREMENTS

Work requires moderate physical effort with intermittent sitting, standing, walking and driving with occasional lifting of up to 75 pounds. Regular visits to project work sites are required.
