Job summary

Ferrovial Energy in Austin, Texas seeks an experienced Project Delivery Manager to oversee permitting, regulatory compliance, project controls, and delivery for a major solar project. Based in Austin with some site travel, you will report to the Asset Manager (Spain) and US Lead Project Manager.

You will lead permitting strategy, coordinate with regulators, support construction oversight, and ensure lifecycle compliance across all project phases.

Qualifications

Project Delivery Manager

Ferrovial Energy | Austin, Texas | Full-Time

About the Role

Ferrovial Energy is seeking an experienced Project Delivery Manager to oversee all aspects of the permitting, regulatory compliance, project controls, and project delivery processes required for the construction and operation of an upcoming solar project. Reporting to the Asset Manager (Spain) and Lead Project Manager (US), this role is based in Austin, Texas, with weekly travel to the project site.

The Project Delivery Manager will lead permitting strategy and execution, manage relationships with regulatory bodies at all levels of government, support project delivery and construction oversight activities, and ensure the project maintains full compliance throughout its lifecycle.

Key Responsibilities
  • Overall project coordination and delivery management.
  • Monitoring and tracking project deliverables, commitments, and obligations.
  • Supporting the Project Manager in planning, execution, and delivery of project activities.
  • Driving project execution and monitoring progress to ensure timely achievement of objectives and milestones.
  • Track construction milestones and the supervision activities carried out by the Owner’s Engineer.
  • Manage documentation related to construction activities (engineering, QA/QC, inspections).
  • Track project contractual obligations and ensure compliance with all contractual requirements.
  • Track permitting milestones, associated budgets, and document quality throughout the project lifecycle.
  • Support the Project Manager on environmental and overall permitting status as needed.
Stakeholder & Regulatory Management
  • Manage relationships with local, state, and federal regulatory bodies.
  • Coordinate with the Project Manager, environmental teams, external consultants, and legal counsel to ensure comprehensive compliance with environmental laws and other regulatory requirements.
  • Interact with all relevant stakeholders to facilitate the registration and regulatory interconnection process (e.g., County Office, ERCOT, PUCT, NERC, etc.).
  • Respond to internal and external environmental and permitting-related inquiries.
Permitting Strategy & Execution
  • Lead the development and implementation of permitting strategies for the project, ensuring timely acquisition of all required permits.
  • Prepare and submit permit applications, monitor their progress, and address any compliance issues that arise.
  • Navigate and lead the permitting process in dynamic regulatory environments.
  • Minimize the company’s permitting risk and liability.
Qualifications
  • Bachelor’s degree in Engineering or related field; Project Management certification or graduate degree highly valued.
  • 5+ years of experience in permitting and regulatory compliance, specifically for renewable energy assets.
  • Strong understanding of regulatory frameworks and guidelines applicable to renewable energy development.
  • Demonstrated experience developing projects through complex permitting environments.
  • Demonstrated experience interacting with government agencies at local, state, and federal levels.
  • Experience monitoring compliance and maintaining rigorous documentation through the project lifecycle.
  • Experience working collaboratively in a cross-functional and culturally diverse team environment.
