A prominent employment services company is hiring a Site Project Coordinator to lead and manage project operations for HDB projects. The role involves ensuring compliance with regulations, supervising project contractors, and maintaining quality and budget standards. Candidates should have a relevant engineering degree and a minimum of 5 years of construction experience. Strong interpersonal skills and proficiency in project management software are essential.
Contract period: Mid July 2025 to Mid July 2026
Working hours:
a) Monday to Saturday: 8.30am to 6pm
b) Sunday and Public Holiday: No work
Scope of works:
The Site Project Coordinator shall lead his team to carry out day-to-day operations of the Project which includes but not be limited to the following duties:
• To ensure Project contractor’s submissions comply with latest requirements from the relevant authorities, including the review of preliminary designs/ consultations and feasibility studies/ reports.
• To ensure Project contractor obtains approval from relevant authorities in a timely manner for execution of Works.
• To carry out supervision & management of contract administration for the Works. To implement a comprehensive quality assurance programme to ensure the Works meet quality standards as stipulated in the Contract.
• Cost Control & Monitoring of the contract with management and supervision of the Projects to ensure that the Projects are within the allocated budget specified by HDB and in accordance with contract provisions/conditions/specifications.
• Management and maintenance of Projects/ works upon completion and conducting inspections of the completed Projects/ works in the presence of the Site Project Coordinator prior to handing over of the completed Projects/ works to the relevant authorities/ HDB/ HDB’s maintenance agencies with inspections
conducted.
• Evaluate the Project contractor’s proposed programme of works, review major milestones e.g. tiling works, trade demonstrations, shop-drawing submissions, method statements etc., including sub-phasing of construction work activities for the monitoring of work progress and recommend any adjustments where
necessary.
• Coordinate with Site Supervisors, in supervision of the Project to ensure compliance of drawings/ specifications, approved work methods and authorities’ requirements.
• Establish the quality management system, safety and risk management, time management, cost planning and management system for the construction activities.
• Manage the Project contractor on the construction of the Project, including but not limited to monitoring submissions by Contractor and clearances from the relevant authorities, when required.
• Monitor performance of environmental control measures, site safety measures, housekeeping on site and initiate preventive/corrective actions.
• Conduct quality inspections with Site Supervisors
• Implement the Project Specific Quality Management System including evaluation of work methods for all trades and arranging for sample unit inspections.
• Evaluate work methods for all trades jointly with Site Supervisors.
• Initiate action to prevent the occurrence of any non-conformance relating to product and process, including but not limited to establishing and managing a system for change orders and variation requests.
• Coordinate/approve corrective actions and monitor the actions taken.
• Identify / solve site problems. To liaise and coordinate with Project contractor and HDB (including the chairing of regular meetings) to ensure timely resolution of all site problems.
• Conduct on-site joint verification of Project contractor’s progress payment with Site Supervisors.
• Coordinate all services including but not limited to laying and diversion works, services connections and subsidiary contracts for timely delivery of supply Services, including getting quotation from the services providers, where applicable.
• Ensure works are constructed according to the approved construction drawings, approved shop drawings or project specifications.
• Supervise Architectural, Civil, Structural, Mechanical & Electrical works to achieve good workmanship.
• Ensure that acceptance and commissioning tests/inspections are conducted and monitor till completion of works.
• Review, approve and monitor materials selected for use by Project contractor are tested according to Project specification (including selection of samples for testing). The Site Project Coordinator shall ensure that the test reports are verified and evaluated timely.
• Inspect completed works and arrange with HDB and external parties on handing over of completed works; including but not limited to, collation of documents required for handing over.
• Train, manage and provide leadership to the Site Project Coordinators, including but not limited to directing Site Supervisors in supervision and site management work, including the keeping of proper and accurate records.
• Investigate and liaise with public and the relevant authorities for any feedback or claim matters.
• Identify potential or actual causes of delay and take preventive or remedial actions.
• Ensure timely submission of reports, processing of progress claims, claims for Extension of Time and any other submissions from the Project contractor.
• Act as the point of contact for organization of all HDB matters related to the Project e.g., site visits, site meetings and HDB or external parties’ visit etc.
• Respond to all emergency matters, such as fire and accidents, at the site during or off working hours.
• Work with Project contractor to come up with and present Project monthly construction expenditure.
• Monitor Project’s master programme and cost. Where the Site Project Coordinator becomes aware of potential costs overrun, design changes and/or time delays, he shall immediately inform HDB and work with the relevant consultants to recommend mitigation measures to HDB and listing the pros and cons of each
measure.
Qualification:
i) Possess an Architectural, Civil / Structural / Electrical / Mechanical Engineering, Building Science, Project Management, Construction Management or other construction and engineering related degree; The degree shall be recognised either by the respective Professional Bodies inii) Singapore (Board of Architects or Professional Engineering Board) or Building Construction Authority;
iii) A minimum of 5 years of relevant post-graduate working experience in the building construction industry, preferably in HDB Projects or 3 years of relevant post graduate Project management experience;
iv) Proficient in using Microsoft Project Management software;
v) Good interpersonal skills, able to communicate (i.e both in writing and verbal) effectively with residents.
