Job summary

OKEECHOBEE COUNTY CIP Department seeks a Project Coordinator to assist in planning, design, and construction of capital improvement projects from inception to completion, ensuring on-time delivery, cost control, and quality outcomes.

You will work closely with the CIP Director, coordinate information and meetings among departments, contractors, and stakeholders, and monitor budgets, schedules, and grant compliance throughout the project lifecycle.

Qualifications

  • Knowledge of building materials, methods and construction systems.
  • Knowledge of capital improvement project processes including drainage, stormwater, permitting, construction, and project closeout activities.
  • Knowledge of accounting principles relative to budget and costing adherence.
  • Must possess exceptional organizational, computer and communication skills.
  • Ability to understand architectural and engineering drawings and specifications related to construction projects.

Job description

Participate in the coordination of the workflow for the Capital Improvement Projects Department in order to ensure that all aspects of the development projects are carried out in an effective, efficient and timely manner. Work closely with the CIP Director in planning, design, and construction of each project from inception to completion for the purpose of controlling time, cost and quality. The Project Coordinator and CIP Director work closely together running the CIP department. If for any reason one or the other is not available, either party is informed enough to run the everyday operations.

Essential Job Functions:
  • Provide information to departments, contractors, applicants and other interested and affected parties regarding the County’s engineering permit processes, procedures and submittal requirements for construction and development.
  • Schedule, coordinate, and attend meetings with other departments, contractors, developers, applicants and other interested and affected parties ensuring that the needed information is ready, and that all agenda items are covered.
  • Organizing and attending project and grant-related meetings, providing updates to stakeholders and funding agencies, and assisting with the resolution of project issues, grant compliance issues and delays.
  • Assisting with the management of project budgets, resources, funding requirements and timelines to support cost-effective and timely project completion.
  • Tracking projects and grant progress; preparing reports, and maintaining documentation, including project plans, grant records, schedules, and status updates.
  • Ensures all grant‑funded projects are administered in accordance with applicable federal, state, and local requirements by monitoring project performance, timelines, budgets, and reporting obligations. Coordinates with department directors, project managers, consultants, and other stakeholders to ensure all grant deliverables, milestones, performance measures, and contractual obligations are completed accurately and within established deadlines. Identifies potential compliance issues or project delays and implements corrective actions as necessary to maintain grant compliance.
  • Ensuring compliance with applicable building codes, safety regulations, and environmental requirements.
  • Conducting site visits to monitor construction progress and verify adherence to project specifications.
  • Assisting in the resolution of legal, environmental, or regulatory issues that may arise during the project lifecycle.
  • Coordinate with the County Engineer to ensure the effective planning, development, and completion of stormwater, drainage, and related infrastructure projects.
  • Close out and finalize projects working with other County staff; engineers and inspectors, as well as outside contractors and bonding companies.
  • Performs a range of staff and/or operational support activities; may serve as a liaison with other departments on basic administrative and/or operational matters.
  • May serve as an essential worker during declared emergencies.
  • Performs miscellaneous job‑related duties as assigned by the Department Director.
Minimum Qualifications:
  • Knowledge of building materials, methods and construction systems.
  • Knowledge of capital improvement project processes, including drainage, stormwater, permitting, construction, and project closeout activities.
  • Knowledge of accounting principles relative to budget and costing adherence.
  • Must possess exceptional organizational, computer and communication skills.
  • Must possess some construction management methods, standard construction practices and construction contracts and departments.
  • Ability to understand architectural and engineering drawings and specifications related to construction projects.
  • Ability to establish and maintain effective working relationships with consultants, contractors, supervisors and officials
  • Proficiency in Microsoft Word and Excel
  • Knowledge of office practices and procedures.
  • Ability to gain knowledge of the county's policies, procedures and practices.
  • Ability to access, input and retrieve information from a computer.
  • Defusing difficult situations and gaining compliance with standards and/or contract terms.
Education and Experience:
  • High school graduation or possession of an acceptable equivalency diploma.
  • Three (3) years secretarial and administrative experience.
  • Experience with stormwater/drainage projects preferred.
  • Previous experience working with the public preferred.
  • Construction background preferred.
