Job summary

Salary: $80,366- $129,813

Midpoint: $105,090

Grant PUD posts the full salary range for each position. The midpoint is provided as a reference point and is not a guaranteed starting pay. Starting pay is based on job-related factors such as qualifications, experience, skills, internal alignment, and organizational needs. Most new hires are typically placed between the minimum and midpoint of the range.

Position Summary

Under moderate supervision, this position leads low-medium priority/low-medium impact technology projects and initiatives, ensuring their successful execution. Additionally, this role supports and coordinates higher priority/higher impact technology projects as needed. This position provides support for projects under the Enterprise Technology portfolio. This position coordinates with and provides support to technical and subject matter experts to facilitate the successful completion of technology projects from conception to delivery. This generally includes project scoping, estimating, scheduling, budgeting, communication, risk management, vendor management, all aspects of project implementation and balancing competing priorities within and among concurrent and diverse projects and programs.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Ensure that projects are implemented successfully and, in a manner, consistent with the established Grant PUD Project Management Program.
  • Develop project scope, schedule, budget, risks, and alternatives.
  • Manage and update schedules.
  • Coordinate development of design criteria, technical specifications, special requirements, system requirements, quality control requirements, and or testing plans.
  • Identify internal and external milestones and time constraints that impact schedule.
  • Conduct or coordinate economic analyses as needed for evaluation of alternatives.
  • Develop procurement plans and develop/manage contracts as necessary to conduct and support projects.
  • Identify internal and external stakeholders and implement communication and coordination plans.
  • Manage relationships between project participants, including contractors and consultants, and stakeholders including support staff and customers.
  • Define Project Expectations and Management Plan utilizing established tools.
  • Develop work packages to guide implementation of project tasks.
  • Evaluate and implement the most appropriate project methodology for a project (e.g: design build; Agile, Waterfall, Hybrid, etc.)
  • Monitor projects utilizing standard tools and provide progress reports including standard metrics.
  • Maintain costs within established budgets and financial parameters; ensure cost effective decisions are made within delegated authority; monitor expenditures for accuracy.
  • Use established processes to manage, report, and coordinate changes in scope, schedule, budget, and risks.
  • Maintain risk register for early identification of risks on high-cost projects and contracts.
  • Establish processes for resolution of non-conformances with technical and quality requirements.
  • Ensure version control for project documentation and that final documentation is created and maintained according to records retention standards.
  • Ensure revisions to designs and operational procedures are completed prior to placing an asset into service.
  • Ensure training on new procedures and equipment is provided and that operations and maintenance procedures are properly documented prior to placing an asset into service.
  • Maintains related-professional certifications.

Required Qualifications (Education, Experience, Licenses & Certifications)
  • Associate degree in project management, general business management, or other relevant field, OR one or more of the preferred qualified certifications listed below.
  • Experience in project coordination, project or change management, or similar field of work.
  • Certified Associate Project Management (CAPM) or Agile PM certification at time of hire OR obtain within 6 months of hire.
Preferred Qualifications (Education, Experience, Licenses & Certifications)
  • Hydroelectric utility (generation and electric distribution) experience.
  • PMP Certification.
  • Project+ Certification
  • Prosci Change Management Certification.
Other Knowledge, Skills & Abilities
  • Knowledge of project management principles; information/enterprise technology principles; organizational policies and procedures; department policies and procedures.
  • Skill in interpersonal communication; preparing project documents; organizing and presenting information, planning, and scheduling; working with different types of people, time management; paying close attention to and managing details; operating a personal computer and general office equipment; utilizing MS office products, MS Project, and MS SharePoint.
